Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and quotations are being requested. A written solicitation will NOT be issued. Solicitation N00181-01-Q-0470 applies. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-27. NAICS 421410 ; Small Business Size of 100 employees. FISC Norfolk/Norfolk Naval Shipyard intends to issue a firm fixed-price contract for one (1) each Projection System with the following components: 1) LCD projector: 3700 ANSI lumens, native SXGA (1280 x 1024) resolution, capable of displaying VGA (640 x 480) through UXGA (1600 x 1200) resolutions, RS-232 controllable, Three (3) 1.8 inch LCD panels, Short throw lens (Proxima part #006), 440 watt DC metal halide lamp, Proxima ProAV 9410L OR EQUAL; 2) Remote Control Interface: Must be compatible with color LCD RF touch panel (Crestron p/n STX-1550C OR EQUAL), must be compatible with PS/2 keyboard and mouse control (Crestron p/n CNMK OR EQUAL), Eight (8) programmable inputs and digital outputs, Eight (8) serial outputs for IR, RS-232 or serial interface, Six (6) bi-directional serial ports for RS-232, RS-422, or RS-485, Must be capable of controlling, via the LCD touch panel, one (1) VHS VCR, one (1) DVD player, one (1) NT PC and accessing a document camera; Creston CNMSX-AV or equal; 3) Projection Screen: 120" diagonal rear projection surface (Contractor shall be responsible for installing new screen , removing and discarding old screen. The following components shall be furnished by NNSY and shall be installed into the system by the contractor: Panasonic AG-1300 VHS VCR; Panasonic RV30U-K DVD player; Wolfvision VZ-70 document camera; Four (4) Panasonic BT-S901Y color monitors (rack mounts included); Standard 19" equipment rack. Electrical requirements shall be the responsibility of NNSY. The system shall utilize the audio system (PA) currently installed at NNSY. Contractors should ensure provisions are made which allow the user easy access for connection and disconnection of the audio from the PA system. The final system configuration must include both wired and wireless mice and keyboards. These components will be furnished by NNSY but must work in conjunction with the remote control system being installed by the contractor. The projection system will connect to a secure network and must be certified to handle classified information as per SECNET site security requirements: Hardware/equipment shall be separated by at least 6 inches from all non-Secure Network components. Wires connecting to those devices shall maintain a 2 inch separation from all other communi-cation cables (power cables are excluded). There is not a separation require-ment for fiber optic cables. There shall be no physical connection with SECNET equipment with other communications systems except with devices that have been approved for use by the appropriate Navy and DOE authorities prior to instal-lation. ALL OFFERS OF EQUAL MATERIAL SHALL PROVIDE SPECIFICATIONS AND/OR LITERATURE SUFFICIENT FOR COMPLETE TECHNICAL EVALUATION OF THE PRODUCT. Delivery shall FOB destination, NNSY, Portsmouth, VA 23709-5000 and is requested on or before 30 August 2001. Inspection/Acceptance is at destination. The following apply: FAR 52.212-1, 52-212-3, 52.212-4, 52.212-5 [incorporating 52.219-26, 52.222-21, 52.222-26, 52.222-35, 52.232-33 (if applicable), 52.232-36 (if applicable)] Addenda: DFAR 252.212-7001 (incorporating 252.225-7001), DFAR 252.204-7004 ("Required Central Registration"). Information relative to registration can be obtained @ http://www.ccr2000.com or by calling 888-227-2423. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. All responses shall include a completed copy of FAR 52.212-3 "Offer Representation and Certification Commercial Items. All offers shall be evaluated for price, technical acceptability, adherence to applicable clauses/provisions. Parties responding may submit their quote in accordance with their standard commercial practices (e.g. company letterhead, formal quote form, etc) but must include the following: 1) Complete mailing/remittance address(es); 2) Prompt payment discount; 3)Anticipated delivery; 4) Taxpayer ID #; 5) All completed certifications as required herein.
