- Notification of Contract Action (NOCA) This CBD announcement constitutes a Notice of Contract action (NOCA) of a proposed contract for five (5) Portable MLS Receivers which provides an independent test of the Mobile Microwave Landing System (MMLS) ground station signal in space. Manufacturer Air Data Inc. Quebec, Canada, Part Number: IN-SNEC Portable MLS Receiver (PMR) 507492/1 including Antenna Kit 805116 plus one (1) year calibration for five (5) PMRs. The PMR is intended to be used by all technical staff involved in MLS station manufacturing and testing, as specified by the AWOP document (13-WP/619-Appendix A-Manual on testing of radio navigation aids-MLS-Volume III(March 90); at factory premises when tuning or commissioning, as well as for ground inspection when installing, commissioning and making periodic or long term tests. It may also be used for flight inspection, however IN-SNEC (recommends the use of an MIR (MLS Inspection Receiver). PMR ruggedness has been conceived in order to tolerate frequent displacements, shocks and drops while enduring harsh environments (FAA-G-2100e). It meets all the technical requirements specified by the AWOP document induding the options as well as most American draft specifications. In spite of its high degree of sophistication and computing power, its design and software were studied ergonomically and for ease of use; it requires only RF connection and channel selection after the power has been switched on. It has an internal battery and charger which make it fully autonomous when used with its deployable mast. PMR is equipped with an ARINC 429 interface which enables post-processing treatments on a remote PC computer. PMR can be fully and automatically checked and calibrated with the help of an MCG (MLS Calibration Generator) prior to operation: It displays its sensibility and computes bias / rms power measurement error plus CMN and PFE at low level. Interested firms should include the company name; address; CAGE code; a point of contact, size of business (i.e., large business, small business, small disadvantaged business, 8(a) concern, or small women-owned business, veteran-owned small business, service-connected veteran-owned small business); U.S. or foreign owned entity in their response. In addition, any responses shall address firm's capabilities to perform the following tasks and meet these specific criteria: Submit statement of qualifications, along with supporting documentation to: ESC/GAK, 75 Vandenberg Drive, Hanscom AFB, MA 01731-2103, Attn: Ms. Barbara Cook or via electronic transmission to cookb@hanscom.af.mil . Responses must be received no later than 15 calendar days after the date of this publication and should not exceed ten (10) pages on 8 =BD x 11 inch paper with type no smaller than 10 pitch. The Government will solicit firms meeting the screening criteria in the synopsis.=20 An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development.
