Description
The Bureau of the Census (BOC) intends to negotiate a single source contract with Fast Data Solutions of Omaha, Nebraska. The BOC has a requirement to provide a more cost effective and secure way for field offices/interviewers to locate respondent names, addresses, and telephone numbers particularly when respondents move and have to be followed for our longitudinal studies. The system requirements are as follows: 1) Must not require the use of social security numbers, which the BOC is prohibited from using for the purpose of locating individuals; 2) Must be able to search on minimal information and in a variety of ways. Such as just last name and state, or just phone number, and/or just address. It also must be as specific as the use of middle initial. The system cannot be limited to exact match spelling on names and cities; 3) Must be able to provide neighbor information (at least 5 closest neighbors) including the name, phone number, and tenure (length they lived there) for each neighbor. This information is vital when certain respondents cannot ever be found at home or for obtaining new address information for those who move; 4) Must have rough demographic information for the household at a given address. This includes how many people live in the household, how long they have lived at that address, and the approximate age of the individuals residing in the household. Again an important feature when we are trying to verify we have found the specific household we are looking for that has moved; 5) Must have a feature to obtain apartment/complex manager information; name and phone number; 6) Must provide a business search in order for us to verify addresses that have converted from residential to business establishments. In addition we conducted several surveys in which we interview certain professionals at work and business telephone numbers need to be obtained; 7) Must be updated at least monthly from a variety of sources such as DMV, postal address updates, telephone companies, and tax assessor information; and 8) Must not capture or post records to those addresses or names that we search that would identify that the Census Bureau made the inquiry because of the strict confidentiality measures in place at the Census Bureau. It is felt that Fast Data, Inc. is the only source that can provide this service to the BOC. This is not a request for competitive proposals, however, responses received within the required time will be reviewed and evaluated. No telephone requests will be honored. If no responses are received within 15 days from the date of this notice, a sole source contract with Fast Data Solutions will be pursued.
