- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Far part 12.6, as supplemented with additional information included in this notice, and is in accordance with Far part 13.5. This announcement constitutes the only occasion for solicitation. Proposals are being requested and an additional written solicitation will not be issued. This solicitation, F05604-01-T-0006, is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. The North American Industry Classification (NAICS) code is 561990 and the business size maximum is 5.0 million dollars. The proposed contract will be set aside for a small business concern. ITEM DESCRIPTION: Line item 0001: Non-personal services-Furnish all labor, tools, parts, materials, facilities, and transportation necessary to provide maintenance and repair of entrance barrier systems from 01-August-01 thru 31-July-02 IAW the Statement of Work. Line item 0002: Non-personal services-Furnish all labor tools, parts, materials, facilities, and transportation necessary to provide repair parts to provide maintenance and repair of entrance barrier systems from 01-August-01 thru 31-July-02 IAW the Statement of Work this Clin will be awarded as a ?not to exceed amount?. The following clauses are applicable to this acquisition have been tailored and are listed here in full text; FAR 52.212-2 Evaluation?Commercial Items (Jan 1999) ?As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation?Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical: (consisting of): (i) Technical Understanding: (a) Offeror?s level of understanding of commercial practices in entrance barrier systems in accordance with the Statement of Work. (b) Offeror?s metholodgy to accomplish work in time allotted in accordance with the Statement of Work (ii) Quality Assurance: (a) Offeror to provide an acceptable plan to ensure services are performed in accordance with the Statement of Work. (2) Past Performance: (i) The offeror must provide a complete list of at least one (1) reference, with their proposal, for relevant entrance barrier maintenance and repair services performed in the last 3 years from proposal date, with an annual contract value equal to, or in excess of, $15,000.00 per year. Failure to provide a complete list of references meeting the established criteria may be cause to render a proposal nonresponsive. All evaluation factor?s other then cost or price, when considered, are approximately equal to cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award (End of clause)?. FAR 52.217-8 ? ?Option to Extend Services?: ?The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor not later than 15 days before the contract expiration date (End of Clause)?. FAR 52.217-9 ?Option To Extend The Term Of The Term Of The Contract?: (a) The Government may extend the term of this contract by written notice to the Contractor within 15 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years (End of clause). Award will be based on the aforementioned evaluation factors, as submitted by a responsible offeror & ability to meet time requirement. Pricing will include all charges/fees.
