Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. F15C3110175501 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 97-26. This acquisition is reserved for small businesses; however, the Government is accepting proposals from large businesses. In the event of insufficient small business participation, award will be made to participating large business. The associated NAICS code for this acquisition is 333415 with a size standard of 750 employees. McConnell AFB, KS plans to procure two (2) aircraft air conditioning units. The units shall be trailer mounted, with a tow bar and adapter for a pintle hook. The units shall meet the following specifications: twenty (20) ton unit, R134A refrigerant. Units shall include the following accessories: four (4) fifty foot ducts (8-inch diameter), two (2) thirty foot ducts (8-inch diameter), two (2) 8-inch duct couplings, and technical data. Units shall be capable of providing ventilation or cool, dehumidified air at a temperature of 40 to 50 degrees Fahrenheit., at ambient temperatures up to 120 degrees Fahrenheit. Area to be cooled is approximately 1,500 square feet. No heating capability is required. Interested parties are asked to provide pricing for optional training on unit operation. A warranty period of two years is requested. Details of warranty provisions shall be included in proposals. The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors Commercial. FAR 52.212-2, Evaluation -- Commercial Items Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. technical capability of the item offered to meet the Government requirement 2. Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Commercial Items FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the solicitation and the resulting contract. Award will be made to the most responsive offeror proposing the air conditioning units determined to be the most advantageous to the government in accordance with the evaluation factors listed above. Offers shall be structured and submitted in accordance with the following schedule: 0001 Air Conditioning Units (2) each 0002 Training (Option) (1) each Offerors shall respond to this solicitation by 4:30 PM, on 25 June 2001. This is in response to several questions that have been raised concerning the requirement. Any party having questions concerning this requirement should forward the questions to the contract administrator no later than COB, 26 Jun 2001. The questions and answers will posted at this site prior to the new bid due date.
