Description
Naval Medical Logistics Command intends to award a contract to the offeror that provides the best value to the government from this combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The document number for this Request for Proposals is N62645-01-R-0015 and proposals are due by NOON, 10 July 2001. Responses must contain sufficient documentation to establish a bonafide capability to fulfill the requirements. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. NAISC 339111. The government contemplates award of a firm fixed price contract for the following requirement. This requirement includes a total system, installation, training and maintenance. CLIN 0001, System and Installation; CLIN 0002, Training and Manuals (one on-site training session for ten operators); CLIN 0003, Maintenance. SCOPE OF WORK: The requirement is for a low background whole body gamma counter, capable of detecting and identifying the complete spectrum of gamma emitting isotopes, including but not limited to low energy plutonium, low energy americium isotopes, as well as high energy cesium and high energy cobalt isotopes. The detector system shall fit in the existing low background chamber at the National Naval Medical Center in Bethesda, Maryland. The system shall meet the following minimum requirements: 1) The detector system shall be configured for positioning the patient horizontally within a chamber 120 inches deep, 103.5 inches wide, 94.5 inches tall, with a 42 inch wide by 80 inch tall vault door. 2) The control and data collection assembly shall either fit inside the room with the detector system above, or in an adjacent location with a maximum available space of 3 feet deep by 5 feet wide by 94 inches tall. Control of the system shall be available from the exterior of the chamber. 3) The system shall have detection and discrimination capabilities equal to or better than those of a system including four low energy, shielded germanium detectors, one linear geometry sodium iodide detector, and the associated signal processing equipment. 4) Any required accessories shall be identified by the offeror. 5) Detectors shall not require continuous maintenance of cryostatic conditions to maintain their integrity. Cryostatic conditions may only be required during periods of actual counting operations. Cryonics shall be contained such that it is not possible to develop an oxygen depleted atmosphere within the chamber, assuming a ventilation exhaust rate of 125 cubic feet per minute. 6) The detector system shall be fit in the chamber such that access to the subject and equipment is not impaired. 7) The offeror shall have the capacity to provide service at the National Naval Medical Center, Bethesda, MD as well as provide appropriate training for equipment operators. 8) The system shall reliably detect and identify isotopes that have minimum gamma radiation energy on the order of 30-60 keV, and to quantify these within +/- 1 nCi, in a less than 30 minutes. 9) The system shall reliably detect and identify isotopes with gamma energies up to 2MeV, and to quantify these within the range of 1-5 nCi in less than 30 minutes. 10) The system shall include calibration and quality assurance check sources with certificates of calibration. The offeror shall: provide all labor and equipment necessary to install the system in the existing chamber/spaces. The material handling equipment must fit under immovable obstructions as low as 90 inches. The offeror shall start up the system, perform an initial calibration and verification of proper operation. The offeror shall provide one on-site session of training for up to 10 operators at time of installation. The offeror's maintenance proposal shall include all preventive and corrective measures necessary to insure system operability. CLIN 0003, Maintenance, shall be priced in yearly options, beginning at the end of the manufacturer's warranty period. Offeror's must include a proposed schedule for delivery, installation, and training in their technical proposals. INSTRUCTIONS FOR PROPOSAL SUBMISSION: Offeror's shall provide two copies of the technical proposal in separate binders and one copy of the cost proposal in a separate binder. No pricing information shall be contained in the technical binders. TECHNICAL PROPOSALS shall fully describe the offeror's capability to meet the requirements contained in this synopsis/solicitation. The offeror's technical proposal must demonstrate compliance with all the minimum technical characteristics listed above and contain such additional information as may be necessary for the government to assess technical and performance risk as described below. Offeror's are encouraged to provide significant technical detail, including actual performance characteristics, all shielding provided, actual detection and discrimination limits for the products proposed. The technical proposal shall include a description of the manufacturer's warranty for the products provided, a description of the maintenance program proposed in response to CLIN 0003 (without prices), and a proposed delivery/installation/training schedule as detailed above. The description of warranty and maintenance must fully delineate the service capabilities of the offeror. The technical proposal must include a list of no less than five customers for the same or similar product offered herein. Include the name and address of the company/agency, the point of contact with telephone number and the period of performance for that reference. COST PROPOSAL shall include a price for each CLIN. If additional accessories, adapters, interfaces or devices (dewars, for example) are required to implement the offeror's technical solution the offeror shall include a priced, itemized list with the cost proposal. EVALUATION & AWARD: Award will be made to the offeror whose system meets the government's minimum requirements and whose price, technical risk and performance risk represents the best value to the government. Technical and performance risk are significantly more important than price. The following technical evaluation criteria will be used: FACTOR 1: MINIMUM REQUIREMENTS. The offeror has successfully demonstrated compliance with all of the minimum performance and/or design requirements contained in the solicitation. This factor will be evaluated on an ACCEPTABLE/UNACCEPTABLE basis. An offeror may be rated UNACCEPTABLE AS SUBMITTED if the proposal has not demonstrated compliance with all minimum requirements but has the potential to do so if amended during discussions. Offerors are cautioned that the Government intends to award without discussions, so proposals deemed UNACCEPTABLE AS SUBMITTED may not be considered for award. Proposals deemed UNACCEPTABLE will not be evaluated for Factors 2 and 3. FACTOR 2: TECHNICAL RISK ASSESSMENT. The extent to which the offeror's proposal reflects acceptable technical risk for the government will be evaluated in this factor. Technical risk considerations are those characteristics of the system that permits safe and effective use in the designated environment. They are detection criteria, patient position, operator interface and training requirements, other design features, human factors, and ease of maintainability. Human factors engineering is the application of knowledge about human capabilities and limitations to system or equipment design and development. FACTOR 3: PERFORMANCE RISK ASSESSMENT. The extent to which the offeror's proposal reflects an appropriate apportionment of performance risk will be evaluated in this factor. Performance risk considerations are defined as those characteristics of the offeror that give indication of the likelihood of the offeror's successful performance of the current requirement. They are proposed delivery schedule, record of on-time delivery for same class product, quality of workmanship displayed in same class delivered product, reliability of same class delivered product, business relations exhibited during previous contracts, range and depth of support provided for same class delivered product.
