Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Atomic Force Microscope System, quantity: 1 system (which includes the following 14 line items), all items are Molecular Imaging part numbers or equal. Item 1: Scanning Probe Microscope (SPM), P/N 10-101 or equal, 1 each. Must include a system that supports all AFM and STM scanning techniques, not only in "air" but also in fluids. Item 2: Controller, P/N 75-003 or equal, 1 each. Must support all AFM and STM scanning techniques not only in "air" but also in fluids. Minimum requirements for User-to controller and head "interfacing" system includes: 700 MHZ PC, 10GB hard drive, at least a 128MB RAM, 3.5" 1.44 MB floppy drive, read-write-CD-ROM, 100MB zip drive, WIN NT OS., newwork board ( 10 BASE T, NE2000 compliant), and graphics displays. SPM imaging and image anaylsis software must be provided. Item 3: Atomic Force Microscope (AFM), P/N 78-110 or equal, 1 each. The AFM shall cover the basic contact, intermittent/non-contact (resonant), lateral force, magnetic, electrical force and current sensing microscopy. System shall be capable of obtaining high-resolution images in the intermittent contact configuration using acoustic and magnetically driven resonant cantilever oscillations. Item 4: AFM Scanners, P/N 52-001/52-006/52-030 or equal, 1 each. Shall provide X,Y ranges of 10 micrometers by 10 micrometers (2 micromter vertical range); X,Y range of 30 micrometers by 30 micrometers (7 micrometer vertical range); X,Y range of 1 micrometers by 1 micrometers (0.7 micrometer vertical range). Vertical motion shall eliminate tilt and lateral movement during cantilever engagement. The scanner(s) shall be fully motorized and computer controlled to minimize manual adjustments. Item 5: Optical System, P/N 60-030 or equal, 1 each. Shall include "video" capabilities that provide images of both probe and sample for on-axis viewing. Item 6: Noise Isolation System, P/N 60-010 or equal, 1 each. Shall include both acoustic and vibration. Item 7: Temperature Controller, P/N 48-800/48-810/48-015 or equal, 1 each. The scanning probe microscope shall be an active temperature control with a range of -30 to +200 degrees centigrade and a precision of 0.1 degrees C, low drift design compatible with liquid cell, environmental control and electrochemistry. Item 8: Scanning Tunnelling Microscope (STM), P/N 51-010 or equal, 1 each. STM shall enable the AFM optical head to be replaced with a tipview STM head to achieve atomic resolution STM scans (high resolution). Voltage Ampere (V/A) transimpedance (10 to the minus 8 exp.) amplifier shall be included. STM scanners shall provide X,Y ranges of 10 micrometers by 10 micrometers (2 micrometer vertical range). Item 9: Start Up Kit, P/N 63-003 or equal, 1 each. Shall include calibration gratings for AFM and STM. Item 10: Extended Electronics, P/N 60-050 or equal, 1 each. Shall allow access to electronic signals to and from the microscope and controller. Shall include a nanoindenting/scratching option with the intermittent/non-contact mode both before and after. Shall include software for tip control, necessary cantilever holder and a diamond tip (as specified in item # 11). Item 11: Cantilevers, P/N 62-003 or equal, 1 package. Magnetically coated cantilevers, one pack of Type 1 (100 each per package). Item 12: Cantilever Holder, P/N 56-050 or equal, 1 each. Shall be used in all modes of AFM (and STM operation(s)). Item 13: Fluid Cell, P/N 45-200 or equal, 1 each. Shall be provided for use in all modes of AFM (e.g., contact, acoustic as well as magnetically resonant) operation(s). Fluid cell shall not require the use of an o-ring. yet shall not require the use of an open cell i nwhich the rate of evaporation interferes with "normal" operations. Item 14: Warranty/Installation/Training, P/N 91-000 or equal, 1 lot. Warranty, on-site installation and on-site training. Installation and training shall be complete with in 30 days of acceptance. The provisions and clauses in the RFQ are those in effect through FAC 97-26. The NAICS Code and the small business size standard for this procurement are 339111 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to MSFC is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30 P.M. July 25, 2001 and may be mailed or faxed to Pamela White, PS32-W, Procurement Office, Marshall Space Flight Center, AL 35812, Fax number (256)544-9354 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.213-91, NFS 1852.211-70, and NFS 1852.214-71. Reserve Paragraphs (d), (e), (f), (h), and (i) in FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.
