- Description
- The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate with and award a sole source contract to The University of Memphis, Office For Research Support Services, Memphis, TN to complete the development, implementation and evaluation of a Human Use Regulatory Affairs Advisor (HURAA). The University of Memphis is the only known source that can meet the Government's requirement to complete the development of the HURAA, which utilizes one-of-a-kind state-of-the-art technologies. These technologies include latent semantic analysis with a special pre-filter algorithm and a point and query interface. A fully functional HURRA shall be operating at the developmental web site within seven (7) months after award of the contract. Delivery of the final report to include developmental problems and lessons learned. BACKGROUND: Use of human subjects in Department of Defense (DoD) research is strictly controlled by the Code of Federal Regulations. DoD Science and Technology (S&T) Program Managers (PMs) must be aware of the regulatory issues to assure compliance with public law. HURAA is an intelligent, web-based electronic performance support center that will provide both training and job aids for PMs on regulatory affairs. HURAA is a unique product tailored for the DoD S&T and only one (1) copy of HURAA is to be acquired unless other quantities are authorized and appropriated by Congress. This contract will be awarded per the authority at 10 U.S.C. 2304 (c)(1) and FAR 6.301-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Request for Proposal (RFP) will be issued on or about 11 July 2001. This procurement will result in a Cost type contract with an Educational Institution.
