Description
The United States Army, TACOM-ARDEC, has a requirement for a Propellant Viability Assessment to consider advanced gun propellants for use in a kinetic energy cartridge as part of the Multi-Role Armament and Ammunition System (MRAAS). The MRAAS Propellant Viability Assessment requires the generation and evaluation of a propellant(s) concept that increases performance while maintaining or improving vulnerability characteristics over those of currently fielded propellants. The Government intends to pursue a 2 step process for this assessment: First the Government will release a request for quote (RFQ) to which a white paper/proposal of a propellant concept(s) may be submitted. Second the White Paper/Proposals are evaluated for consideration of a $20,000 firm fixed price award; up to five (5) contracts may be awarded for the assessment. Offerors must have the capability to conduct interior ballistic analyses and to design propelling charges. Additionally, the offeror must demonstrate fabrication/production experience with the propellants being proposed. The offeror must have a Security Clearance of SECRET and have a computing capability at the SECRET level. A teaming arrangement is acceptable should a single offeror not possess all of the required capabilities. White papers/proposals proposing thermoplastic elastomer (TPE) based layered (Fastcore) propellants will not be considered. The final product of the award (s) would be a report documenting an assessment of the proposed propellant concept(s). As part of the assessment the offeror would use the interior ballistic code to predict potential performance levels of the proposed concept. Also, vulnerability data as well as propellant producibility and propellant cost data would be included in the assessment. The RFQ will be released on or about 16 Jul 01 with a closing date on or about 13 August 01. The RFQ will be on procnet at http://procnet.pica.army.mil .
