Description
The purpose of this procurement is to obtain services for the Support, Design, Development, and Evaluation of Maneuvering Control Systems for US Navy Submarines. Services shall be in the areas of providing control systems for the U.S. Navy submarines, including the Los Angeles, Ohio, SEAWOLF, and Virginia Classes, and other submersible systems used for research and development. The Statement of Work will include task areas as follows: (1) Upgrading of existing and development of new maneuvering control systems, (2) Engineering support for the development of maneuvering control requirements, system designs, planned upgrades, test, and evaluations, (3) Review of the systems via model-scale and full scale studies and analyses, and (4) Document all requirements, design, and review of the systems. The proposed contract performance period shall be for a total of five (5) years, and is estimated that 5,985 hours are required per year. The Request for Proposal shall be released on or about 01 August 2001 with a closing date of thirty (30) days thereafter. This is a Sole Source procurement to Spitfire Technologies, Inc, 19572 Club House Road, Montgomery Village, MD 20886 by the authority of 10 U.S.C. 2304 (c)(1) response "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". This company has over 15 year of technical services in the area of design, development, function, and operation of the above stated classes of submarines for control systems and in maneuvering performance of automatic control and estimation algorithms for submersible vehicles. They also currently possess the most prevalent tools outside the Government for designing and analyzing automatic control and estimation algorithms.
