Description
NASA/JSC is hereby soliciting information for potential sources for streamlineing its training administration process, put more tools in the hands of the end-user, and integrate classroom and on-line resources with individual development plans. The Center is considering a web-based learning management system to accomplish these objectives. Approximately 3000 civil servants would utilize the system. B. REQUIREMENTS The product will be an off-the-shelf web-based Learning Management System that has successfully and expediently been installed and is in use within federal organizations. It will be installed as a client-server solution behind a firewall. The full implementation should be accomplished within 6-8 weeks of the vendor selection date. The system will provide for: 1. Learner (end-user) access through most common web browsers to: a. Create and view training plans based on skills inventories b. Browse training courses (information and schedule) related to training plan or from a master course list of available training c. Search for courses by a variety of fields (e.g., title, description, date) d. View scheduled classes and current enrollments e. Register for classes f. Place name on waiting list for unscheduled classes g. View personal transcripts h. Submit evaluations for completed classes i. Launch external web-based training courses j. Track completion of web-based and classroom training 2. Supervisors access through any web browser to: a. approve their employee s training requests b. develop and/or review individual development plans c. view employees' training history 3. Intermediate administrators access through any web browser to: a. View training requests and individual development plans for employees in their organization b. Create reports about their employees training 4. System administrator s access to: a. Input course information (objectives, descriptions) b. Edit user-defined fields and field labels c. Send customized e-mail reminders and notifications d. Track course enrollment e. Manage course details (instructors, locations, materials, and equipment) i. System should be able to track room availability and detect scheduling conflicts ii. System should track room maximum capacity in various seating configurations and be able to move people to waiting lists if seats are not available f. Create reports 5. Ability to track costs by class session (i.e. single training event) and by employee 6. Report generation both on-line and hardcopy a. Based on user-defined fields b. Based on course fields c. Based on training history 7. Matching skills with courses 8. Integration of third-party content (e.g., organization-specific web-based training, SkillSoft and SmartForce web-based training) 9. Integration with existing e-mail system (Microsoft Outlook) to: a. Send and receive customized e-mails regarding class details b. Send and receive automated e-mail notifications (e.g., We have received your training request and you have been placed on a waiting list for course XYZ. ) changes to course schedules, wait-list status, etc. 10. Importing and exporting HR and financial data from existing business systems into the LMS (,MS SQL database Resumix, etc.) including a dynamic up-to-date history database (less than every two weeks) 11. Compliance with Sec. 508 of the Americans With Disabilities Act. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact -- address and phone number). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
