- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FDA-A54061-01 is issued as Request for Quotation (RFQ), utilizing Simplified Acquisition Procedures in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This is set-aside for Small Business. Standard Industrial Classification (SIC) Code 4222 and a size standard of 500 employees applied to this acquisition. The Food and Drug Administration has a requirement for a suitable storage facility within a 25-mile radius of Rockville, Maryland to house and maintain up to 15 government supplied upright ultra-low temperature freezers. The freezers range in size from 18 to 20 cubic feet. The facility shall be completely air-conditioned and have adequate floor space to accommodate 5 additional freezers if required. The air conditioning system must be capable of providing an ambient temperature of 72 degree to 73 degree Fahrenheit when all freezers housed in this facility are operating. The Contractor shall provide an adequate utility electrical power supply for the facility to safely operate all low temperature storage equipment, alarms, lights, HVAC systems and the immediate transfer of low temperature storage equipment for short or long term storage. The Contractor shall provide, as a safety measure, an emergency electrical generator system that is capable of providing electrical power to all systems in the event of a utility power failure. The electrical power produced by the generator shall be directly wired into the repository by the use of a single main line. The generator will be controlled by a transfer switch with manual and automatic controls to monitor and operate the emergency electrical systems at all times. There shall be at all times a supply of fuel on hand to operate the generator must be connected to the facilities central and remote alarm system. The Contractor shall conduct weekly tests to verify that the operating freezers will carry a full working load. Results of the weekly report must be included in the monthly report. The Contractor shall equip the freezer storage facility with a remote and central alarm security system. The system must have audible alarms that can be heard inside the facility by the Contractor's personnel. Each freezer shall be connected to an alarm system that when activated shall also contact facility personnel by telephone. The central alarm system shall be operational and monitored 24 hours a day, 365 days a year and have the capability to operate in the event of failure to traditional landline telephone system. The central alarms shall monitor all freezers, communications systems, emergency generator service, fire and perimeter security systems. A weekly test and verification of the system shall be included in the Contractor's monthly report. The Contractor shall provide a storage space that has the capability of maintaining a temperature of -20C (degrees centigrade). The storage space will be used to store containers of bulk biological material for short and long-range storage and should have a capacity of at least 100 square feet. The Contractor shall perform on a biannual schedule a routine preventative maintenance service on all low temperature storage equipment. In addition, the Contractor shall be responsible for performing all emergency and non-emergency repairs on all low units. The Contractor shall maintain and operate standby equipment in the event of loss of refrigeration capacity for all repository areas. A description of all repairs and routine maintenance services shall be included in the Contractor's monthly report with their invoice. As necessary or on a biannual basis the Contractor shall remove, transfer and temporarily hold the entire contents of each freezer for the purpose of defrosting ad cleaning the freezers. This procedure shall be accomplished in a manner that causes no detrimental effect to the biologic material or storage equipment. The contractor will provide access to the facility for authorized FDA employees on normal workdays during the hours of 8:00 am to 4:30 p.m., Monday through Friday. The contractor shall also provide all necessary information for emergency access to the facility to a maximum of 2 FDA employees. This provision is necessary in the event of an emergency situation requiring immediate transfer of non-infectious biological materials from other approved FDA facilities. The Contractor shall arrange by an appointment the safe transport of all storage freezers and their contents from the incumbent's facility (maintained on Gaither Road, Gaithersburg, Maryland) to the awardee location. A detailed plan must be provided with the offerors' quote for the transfer to show no damage to the freezer units or deleterious effects to their biological contents will occur. The contractor shall quote the transporting of freezer as a separate line item. The following item are currently at the repository. Walk in unit inventory: 6 boxes of hepatitis lot release panel source material -- 1300 vials, "green boxes" containing chimp specimens -1000 vials, Vials and lyophilized material -- 100 vials, Bag of lyophilized materials -- 1 vial, Compartmentalized plastic boxes -50 vials, Blood and plasma from the 1950's -- 2000 vials, FDA HBsAg Reference Panel 6 loose vials and sets -- 1000 vials, Hyland anti-hemophilic factor -- 100 vials, Anti-HCV reference panel -- 1000 vials, Specimens from the 1980's, including marmoset specimens -- 500 vials, Box marked NIH15 from 1/15/53 -- 1 vial, Specimen jars containing plasma from the 1950's -- 60 vials, Plasma from 1972 -- 100 vials, HCV 2 panels cans -- 100 vials, Boxes labeled "Innoculum ID" -- 100 vials, Multiple sera marked 1951 -- 14,000 vials, Sera with number codes, top of box marked 1952 -- 1000 vials, Hepatitis B no date or name -- 1 vial, Factor 9 -- 30,000 vials, Anti HAA -- 300 vials, Multiple serum samples and boxes -- 100 vials. Upper Volta Sera in -80 -- 1000 vials. Upright Freezers Inventory: 5000 vials of Turkeltaub serum samples, 3000 vials of Arifa Khan Misc materials, 300 vials of Pertussis, 100 bottles of HCV sera. The FDA anticipates a 12 month base year period with four consecutive one-year option periods. Period of Performance to begin on or about August 1, 2001. The following provision apply: 52.212-1, Instructions to Offerors -- Commercial Items; 52.212-3, Offeror Representations and Certifications -- Commercial Items (must be submitted with quote); 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items; 52.219-8 Utilization of Small Business Concerns and Small Disadvantaged Concerns; 52.232-33 Mandatory Information for Electronic Funds Transfer Payment. Quotes must include information listed at 52.212-1 (b) (1-11) Instructions to Offerors -- Commercial Items. Quotes that fail to furnish required Representations and Certifications at 52.212-3 Offerors Representations and Certifications -- Commercial Items, and/or reject the terms and conditions of this solicitation may not be considered. 52-217-8 Option to Extend Services. The contracting officer may exercise the option by written notice to the contractor within 60 days of option date. The FDA is not obligated to exercise the option years. Offerors shall submit written documentation in sufficient detail to support and demonstrate their capability to perform the above requirement. Due to the irreplaceable scientific value of the biological materials that are stored, offerors must document prior experiences in handling and storage of biologic agents. Documented experience shall address all successful repository accomplishments as well as all relevant events that may have jeopardized or contributed to the loss or damage of any biological material stored for any past repository project. The offerors must demonstrate that their facility meets the requirements, (temperature, alarm system, safety, etc.) as stated above. The offerors must provide the location of facility to be used for this requirement. The offerors must submit quality control procedures for both the handling and storage of valuable perishable biologic materials. The offerors must demonstrate that personnel selected to accomplish this project are available and have the necessary experience to accomplish the requirement. The Government will evaluate offers for award purposes by adding the total price for all options (excluding the transporting of freezers) to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Quotations are due within 15 days of this notice not later than 3:00 p.m. to the attention of Patricia Wright, Contract Specialist at the above address. =20
