Description
The National Park Service, Midwest Regional Office, Isle Royale National Park, is soliciting proposals for a firm-fixed price design-build contract for the Calumet & Hecla Administration Building, a contributing structure in a National Historic Landmark District, Keweenaw National Historical Park, 100 Red Jacket Road, Calumet, Michigan. This notice represents solicitation of qualification statements as Phase One of a two-phased selection procedure. The Scope of Work includes exterior rehabilitation work to include brick and stone masonry, rough and finish carpentry, metalwork, doors and windows. The existing roofs will be replaced with new slate and metal roofs. Interior system up-grades include mechanical, electrical, fire protection, security, voice/data and sprinkler system. The estimated price range is between $1,000,000 and $5,000,000, including all design and construction services. Award of a firm-fixed price contract is estimated to be made on or before October 23, 2001, with design and construction work estimated to be completed by October 2002. Design submittals and round table reviews will be required at approximately 35%, 65% and 90% design stages. As-built drawings will be required upon construction completion. Although some preliminary pre-design work and guide information will be provided by the National Park Service for specific work elements, the successful offeror will be required to provide project design and construction documents. All design-build firms responding to this notice will be given 30 calendar days to provide qualification statements for the proposed design-build team members. At a minimum, the design firm must submit qualifications that demonstrate experience with historic buildings with projects similar to the work proposed. The build/construction firm must also demonstrate experience with historic buildings similar to the work proposed, but specifically experience in the following areas: window restoration, lead abatement, stone masonry, slate and metal roof installation, the ability to modify existing mechanical, electrical, fire and security system, and install sprinkler systems. Evaluation will be based on the following criteria in descending order of importance: (1) Qualifications of all proposed design/build team members based on demonstrated experience with historic buildings and projects similar to the work proposed, with specific experience in: window restoration, lead abatement, stone masonry, slate and metal roof installation, the ability to modify existing mechanical, electrical, fire and security systems, and install sprinkler systems; (2) Past Performance, demonstrating quality of work for projects similar to the work proposed, professional expertise, technical competence, quality control, and the ability to effectively schedule and manage a multi-disciplinary project team; (3) Demonstrated ability to provide cost effective design and construction solutions with emphasis on Green Building (Leeds), sustainable methods and technologies, and the ability to effectively manage budgets between a multi-disciplinary project team; (4) Capacity to accomplish the work within the required timeframe, and experience in scheduling and accomplishing work in harsh winter climates. Design-build teams (A-E/Construction) that meet the requirements of this announcement must submit Phase One proposals that consist of two copies of Standard Forms 254 and 255, United States Government Architect-Engineer Qualifications for proposed team members for Phase One evaluation. Phase One proposals must be received by Sheila Rushlow, Isle Royale National Park, 800 East Lakeshore Drive, Houghton, Michigan 49931. Only responses received no later than 4:00 p.m., Eastern Standard time on July 24, 2001, will be evaluated further. After evaluation of Phase One, up to five of the most highly qualified design-build firms will be selected for participation in Phase Two of the design-build selection procedure. In Phase Two, those firms selected will be sent a Request for Proposal (RFP) on or before August 13, 2001, which will contain the National Park Service preliminary pre-design work and guide information and evaluation criteria for technical proposals. As part of the Phase Two submission, each Offeror will be required to submit both a Technical and a Business Management Cost Proposal within 30 calendar days after issuance of the RFP, not later than 4:00 p.m., Eastern Standard time on or before September 12, 2001. The Technical Proposal shall address the following evaluation criteria in descending order of importance: (1) Provide a management plan describing management philosophy including special needs for historic structures, compliance with Secretary of Interior Standards, and Historic Preservation Law, detailed project schedule, re-identification of proposed team members based on Phase One submissions, team organization, quality control and safety; (2) Provide preliminary design proposals and estimates for ice damming and handicap accessibility; (3) Describe the level of detail that will be provided for National Park Service review in the 35%, 65% and 90% roundtable reviews and explain how the Contractor intends to use National Park Service guide information; (4) Describe the process that will be used to convey information between the design team, construction team and the National Park Service; and (5) Discuss how construction work will progress since the building will be occupied by the National Park Service for the duration of the construction period. Debriefings will not be made available until after contract award. Award to a large business will require a subcontracting plan.
