Description
The General Services Administration (GSA Region 9, San Francisco) announces the opportunity in Construction Excellence for construction of a new Federal Courthouse in Fresno, California. The planned Courthouse will consist of approximately 440,000 gross square feet (40,858 gross square meters). The Courthouse will house 14 Courtrooms, the United States District Court, Eastern District of California, United States Bankruptcy Court, the United States Marshal?s office, Probation, Pre-trial, United States Attorney?s office, and the United States Trustee. The building will consist of nine floors over a basement and sub basement, with 111 underground parking places. The site is bounded by Tulare Street to the North, ?O? Street to the West, ?P? Street to the East, and the Kern Street Mall to the South. The estimated cost of construction is between $100,000,000 and $120,000,000. The anticipated construction period is 36 months preceded by a 4-5 month design assist/review period. This is not a request for proposal. Firms interested in proposing as the Prime Contractor should submit a one-page letter of intent to propose for this project. Firms expressing intent will receive the Request for Proposal in mid July 2001. The selection process will be based on the Two Phase Selection Procedures in FAR Part 36.3 and FAR Part 15.3. Phase One, will include Technical Proposals that include the specialized experience and technical competence of the firms, capability to perform, past performance and experience of key personnel (excluding cost or price related factors). After evaluating phase one proposals the contracting officer shall select the most highly qualified offerors and request that only those offerors submit phase two submittals. Firms qualified for Phase Two will be provided with documents for the purpose of pricing the solicitation. These documents include the 50% Construction Documents. Phase two evaluations will be based on technical and price proposals. The price evaluation will be based on the design phase services, general conditions, and a firm fixed price for constructing the Courthouse. The proposal selected for award shall provide the best value to the Government with technical and price proposals evaluated separately and the technical factors are significantly more important than the price factors. During the design phase, value-engineering changes will be negotiated in accordance with the FAR VE clauses. If changes are made to the design during this phase, those changes will be negotiated in accordance with the Changes Clause in the FAR. There will be a final pre-construction modification issued prior to the start of the construction phase. The scope of services shall include a Design Services Phase and a Construction Services Phase. In the Design Services Phase the contractor shall provide a lump sum fee for providing design review, estimating services, and working with the Architect, providing advice on the building components including systems and curtain wall, vendors and subcontractors to ensure a workable and constructible set of working drawings. In the Construction Phase the contractor shall provide all material, labor and management required to construct the Courthouse. It is anticipated that award of the Design Phase will be in October 2001, and the option for the Construction Phase awarded 2002 depending on funding from the United States Congress. The procurement is open to both large and small businesses under the Small Business Competitive Demonstration Program. Before the award of the contract the selected firm shall be required to present an acceptable Small Business Subcontracting Plan in accordance with Public Law 95-507. As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established national subcontracting goals of 40% for Small Businesses, 5% for Small Disadvantaged Businesses, 5% for Small Women-owned Businesses, 2% for HUB Zone businesses, and 3% for Small Veteran-owned Businesses. In support of the agency?s efforts, firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the above goals. The use of subcontractor consultants will be reflected in a Small Business Subcontracting Plan to be submitted with the phase two submittal and included in the final contract. Firms must provide a brief written narrative of outreach efforts made to utilize Small, Small Disadvantaged, Women owned, and Veteran owned businesses. An agreeable subcontracting plan must be agreed to prior to award.
