Description

This solicitation is being issued as a Small Business Set Aside. The work consists of a continuation of the revitalization of the revitalization of the utilidor and contained utilities from the termination point of the work completed under FTW217, Utility Upgrade, Phase I. Phase II will continue to revitalize the utilidor running west along Montgomery Road starting with Manhole 606, and continuing westward to Manhole 300. The Work includes the total revitalization of the replacement of all water distribution, sewerage, steam distribution, and condensate return systems, including all laterals, lift stations, appurtenances, support and restraint system elements. The removal of Asbestos Containing and Lead Materials is included in the effort. The Project also includes the revitalization of the service lateral to Hangar 6, which lies outside of the portion of the work associated with the total utilidor revitalization. Finally, the project will replace the 14-inch deluge system piping and appurtenances from Building 2408 to Hangars 4 & 5. As Optional Items, the total revitalization of the utilidor and contained utilities between Manhole 300 and manhole 7, the replacement of the sewer lift-station located at Manhole 2 (adjacent to Hangar 3), and the replacement or a portion of the high voltage Electrical Feeder #22 from the intersection of the Montgomery Road with Santiago Avenue to the intersection of Meridian Road and Montgomery Road will be included with the procurement package. Significant temporary utilities will be required to sustain the current mission of the facilities impacted during construction. Estimated duration of the construction will be 365 days. Estimated Construction Cost Range is between $5,000,000 and $10,000,000. The Government intends to issue this solicitation and all of its amendments using electronic bid sets (EBS) to be provided on compact disks-read only (CD-ROM) at no charge. Solicitations shall be issued on or about July 30, 2001 with proposals due on or about August 30, 2001. Potential offerors may register to receive the EBS on CD-ROM at http://ebs.poa.usace.army.mil. Offerors are encouraged to check the same website frequently during the solicitation period for important notices regarding the solicitation. Notices and amendments may also be communicated to all offerors via the e-mail address provided at registration. The Government intends to conduct a best-value source selection based on the factors of past performance: organization and management with sub factors of key personnel, organization, and utility outage plan; and price. The North American Industrial Classification System (NAICS) code number 234910 applicable to this project, which corresponds to SIC 1623. The Small Business size standard is $27.5 million. Offerors must be registered with the Central Contractor Registration (CCR, in order to receive a government contract award). Register for CCR at Internet address http:/ccr.edi.disa.mil/.
