- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is USZA23-01-R-0001 and is issued as a request for proposals (RFP). The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. The North American Industry Classification System (NAICS) code applicable to this solicitation is 336413; the size standard is 1,000 employees. A firm fixed price contract is anticipated and the anticipated contract award date is 31 August 2001. The Integrated Aviation Systems 21 Working Group is soliciting technical and cost proposals for the manufacture and delivery of: one set of duplicate mold splash plugs; one aft cargo door ship set kit -- First Article; and 54 aft cargo door ship set kits Production Articles for the A/MH-6M helicopter (militarized version of the commercial McDonnell Douglas Helicopter (MDHS) 530FF). Each aft cargo door ship set kit shall include the following i. left side primary door assembly ii. right side primary door assembly iii. left side secondary door assembly iv. right side secondary door assembly v. left side upper and lower strike plates -- uninstalled vi. AlexAir Model 902 Rear left and right door hinge kit per Drawing 902-1000 uninstalled and shall be fabricated in accordance with drawings, molds, and specifications furnished by the Government. The strike plates and AlexAir rear hinge kits shall be delivered uninstalled as the Government will be responsible for installation of those items. The AlexAir Model 902 Rear Door Hinges (per AlexAir Drawing 902-1000) are available through AlexAir International Aircraft Services, 25320 Bellanca Way, Torrance, California 90505, (310) 326-3338, Fax (310) 326-5222. The AlexAir hinge kits are specified as they are FAA supplemental type certified and approved for safety of flight by AMCOM Aviation Engineering Directorate; they enable both quick door removal with no special tools and utilization of existing aircraft hardpoints, and they provide a non-interference door-open locking feature. The anticipated contract will consist of a base period and three options as follows. It is our intent to procure the overall quantity (54 production articles and one first article) specified for the base and Option periods (I and II). However, quantities for base and option periods are estimated only and may be adjusted based on pricing received and/or economic quantity discounts offered. Base Period -- will include acquisition/manufacture of: one set of non-shrinkable, dimensionally stable, duplicate splash plugs made from the Government furnished molds. Molds that will be provided include: one left and right primary door panel mold; one left and right secondary door panel mold; and, one left and right interior rib mold. The Contractor shall travel to Fort Eustis, VA and make the splash plugs at the Government facility. Upon completion of the splash plugs, the Contractor will be responsible for transporting those items and the Government furnished molds back to their facility. The splash plugs will map and preserve the complex curvature and shape of all door assembly molds and shall be of sufficient quality to manufacture replacement molds if necessary (see Option III). The mold splash plugs shall be delivered to the Government at the completion of all contractual effort. Upon completion and acceptance of the mold splashes, the Contractor shall manufacture one aft cargo door ship set kit First Article. Upon delivery of the First Article, the Government will perform a form, fit, and function test to determine compliance with specification requirements. Upon successful completion of the form, fit, and function test, Contracting Officer written approval accepting the First Article will be provided. Upon approval of the First Article, the Contractor shall manufacture eighteen aft cargo door shipset kits Production Articles. Option I -- will include acquisition/manufacture of: eighteen (18) aft cargo door shipset kits Production Articles. Option II -- will include acquisition/manufacture of: eighteen (18) aft cargo door ship set kits Production Articles. Option III -- will include acquisition/manufacture of: replacement mold(s). Option III will be exercised in the event that a Government furnished mold(s) becomes damaged, unusable, and/or irreparable during performance. The Contractor shall immediately notify the Contracting Officer if a GFP mold(s) is damaged so that a determination can be made whether or not to exercise Option III. The Contractor's proposal shall address individually the cost and schedule impact to re-manufacture each of the six Government furnished molds (see Base period). The aft cargo door shipset kit requirements are specified in the following documents: Airworthiness Substantiation Document, Finite Element Model (FEM) Analysis, and Drawing Package. Those documents, to include door photographs, are available for viewing on the AATD homepage at the following URL: http://www.aatd.eustis.army.mil/Business/FactSheets/MELB/MELB_ASD.asp. (Click on various parts of the drawing to zoom in and read text, etc.) The complex curvature of the door assemblies shall be fabricated in accordance with the Government furnished molds and referenced dimensions as indicated in the Government furnished drawings. Molds, drawings, and left and right prototype aft cargo doors will be available for inspection at the Aviation Applied Technology Directorate, Fort Eustis, VA during the period 2-6 Jul by contacting Mr. Keith Hoff at (757) 878-3299 (x226). July 4th is a Government holiday, therefore no inspections will be scheduled on that day. Inspections will be by appointment only and only during the hours of 9 a.m. 3 p.m., EST. Any expenses related to the site visit shall be the responsibility of the Contractor and will not be reimbursed by the Government. The prototype aft cargo doors were fabricated using the molds that will be furnished and were successfully form, fit and function checked on various aircraft platforms. As reflected in the drawing package, the production aft cargo door design has been modified from the prototype design. The production molds will be modified by the Government to reflect the changes prior to being furnished to the successful offeror. Desired delivery schedule is as follows: Base Period First Article not later than 1 Oct 01; Production Articles not later than 28 Feb 02; Option I Production Articles not later than 31 Aug 02; Option II Production Articles not later than 31 Jan 03. Maximum acceleration of deliveries may be proposed and will be considered provided such acceleration is at no additional cost to the Government. Inspection/acceptance and FOB point will be destination (Raytheon E-Systems, Blue Grass Army Depot (BGAD), ATTN: Jerrod Watson, 2091 Kingston Highway, Bldg. 233, Richmond, Kentucky 40475-5000, (859) 625-6172). The provision at 52.212-1, "Instructions to Offerors Commercial Items", applies to this acquisition; there are no addenda to this clause. The provision at FAR 52.212-2, "Evaluation Commercial Items", applies to this acquisition. The following factors will be used to evaluate offers: price, technical capability and past performance. Price will be evaluated to determine if it is fair and reasonable; price related factors such as express warranty, payment terms, etc. will be assessed to determine benefits accruing to the Government. Technical capability will be evaluated to determine if the offeror has the facilities and manufacturing experience required (with particular emphasis on manufacturing splash plugs) to perform. Past performance will be evaluated to determine the offeror's record of conforming to contract requirements, standards of workmanship, and conformance with delivery schedules. Price is of paramount importance and slightly more important than either technical capability or past performance. Past performance and technical capability are each of equal importance. Options will be included in the evaluation. Offerors shall include a completed copy of the provision at 52.212-3, "Offeror Representations and Certifications Commercial Items", with its offer. The clause at 52.212-4, "Contract Terms and Conditions Commercial Items" applies to this acquisition without addenda. The clause at 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items" applies to this acquisition. All responsible sources may submit a proposal which shalI be considered by the agency. Proposals shall include the information specified in FAR 52.212-1; adequate information to assess technical capability shall be provided.
