Description
The Smithsonian Astrophysical Observatory (SAO), operating under a grant from the Department of Energy and in anticipation of receiving additional funding, seeks a contractor for the design and fabrication of a 10 x 11 meter optical reflector with minute of arc resolution. The reflector will consist of a 10 x 11 meter space-frame structure (the Optics Support Structure (OSS)) that will support between 250 and 315 mirror facets, a cover system mounted on the OSS to protect the facets, and an altitude/azimuth positioner to point the OSS at any point in the sky with fast slew and sidereal tracking capability. Each hexagonal 0.6m diameter mirror weighs 10kg. The OSS will support a quadrapod structure to support a 350kg camera 12m in front of the OSS. The mirror facets and their associated mounts are attached to the OSS. The OSS is moved by the positioner. The positioner will support approximately 26,000 Kg and will rest on a pier/foundation. The mirror facets, mirror mounts, and site will be designed and fabricated under a separate acquisition and are not part of this procurement. It is anticipated that seven duplicate reflectors will be constructed for the VERITAS project, which will be located in Southern Arizona. Further details of the VERITAS project may be obtained at the VERITAS web site, http://veritas.sao.arizona.edu. A firm-fixed price contract for this design and fabrication is contemplated. The contract will consist of five line items. Line items 2 -- 5 will be options whose award will depend on available funding. The first line item will be the preliminary and detailed design of the OSS/Positioner. The second line item will be an option for the fabrication of a prototype OSS/Positioner (reflector #1). The third line item will be an option for a detailed design and fabrication of the mirror covers for the prototype. The fourth line item will be an option for the fabrication of reflectors #2 and #3. The fifth line item will be an option for the fabrication of reflectors #4, #5, #6, and #7. Offers will be evaluated on price, technical proposal, past performance, and ability to meet the schedule. The anticipated release date of the RFP is on or about August 2, 2001, with an anticipated proposal due date on or about September 13, 2001. The anticipated award date is on or about November 1, 2001 depending on funds availability (funds are not currently available). The first line item will be due not later than 9 months after award of the contract. The second line item will be due not later than 6 months after exercise of the option. A full delivery schedule for all the options will be included in the RFP. The firm date for receipt of proposals will be stated in the RFP. Only written, fax, or email requests for a solicitation received directly from the requester are acceptable. The North American Industry Classification (NAIC) Code and size standard are 333314 and 500 employees, respectively. All qualified responsible sources may submit an offer which shall be considered by SAO.
