Description

: The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to Mr. Lester Slaback, 122 E. Deer Park Road, Gaithersburg, MD 20890 under the authority of FAR 13.106-1(b). Mr. Slaback will support the work of the NIST Center for Neutron Research (CNR) by providing the necessary technical leadership to perform evaluation and analysis of procedures for installation of the new Cold Neutron Source at the NIST /CNR, Gaithersburg, Maryland. Mr. Slaback is uniquely qualified for this project. He has had more than twenty years of experience in field of neutron research, specifically while he was employed at NIST as the head of Reactor Health Physics. He directly supervised the installation of the current cold neutron source at NIST in 1994 -- 1995. This specialized experience will allow him to closely monitor the evolution, and then to produce an "As Low as Reasonably Achievable" (ALARA) report that will be used by NIST in future activities of this type. We know of no other individual who possesses these unique qualifications or who could provide a similar level of knowledge, support, and leadership to this project. For these reasons, it is in the best interest of the Government to contract only with Mr. Slaback for these requirements. The period of performance will be six months. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available.=20
