The Contractor shall provide fractional T-3 service with a minimum of 9 MB/Second bandwidth and with an availability of at least 99.99 percent. The BBG/IBB anticipates awarding a contract using acquisition procedures described in FAR Part 12, Acquisition of Commercial Items. The performance term will be for one year with four (4) one-year options that may be exercised by the Government subject to availability of funding. Evaluation Factors for this procurement are: 1) Offerors demonstrate having experience with multiple network access points; 2) Offerors must demonstrate having experience with multiple Telco points of presence; 3) Offeror must demonstrated that it has mechanisms in place to ensure high availability; 4) Offerors demonstrated mechanisms for normal day-to-day utilization and problems/interruptions; 5) Offerors demonstrated mechanisms in place to minimize the affects of aggregated bandwidth over subscription on our band pass. Technical criteria will be weighted significantly higher than the price criterion during the BBG's evaluation of all offers received in response to the BBG's forthcoming RFQ document. To be considered, interested firms shall have a minimum of three (3) years of documented and verifiable experience in providing the same and/or similar service to at least three (3) Federal agencies in the Baltimore Washington Virginia Metropolitan Area. The BBG/IBB intends to issue a request for proposal (RFP) solicitation document for this negotiated firm-fixed-price (FFP) procurement on or about July 13, 2001 with a proposal response due date of twenty (20) calendar days after the RFP issuance date.
