Description
Repair of three vessels of the Suisun Bay Reserve Fleet, Benicia, CA. The vessels are the FB-650, the TD-68 and the TD-610. The specific requirements of each of the ships differ, and the solicitation combines the three vessels for a best economy discount. The Government reserves the right to award one, two or three contracts (one per vessel) if in the Governments best interest. There are some general requirements for all vessels: a) Because these craft are not considered deep-sea worthy all repair/upgrade work must be performed on this vessel in the San Francisco Bay area, such area to include the up-river areas of Sacramento and Stockton. The craft will be delivered to the contractor's/sub-contractor's work site prior to the commencement of work and picked up at the same facility upon completion of work by the Maritime Administration's Reserve Fleet personnel. b) The Contractor shall gas-free or inert all spaces, affected by the specification and safety precautions contained in the United States Department of Labor, Safety and Health Regulations for Ship Repairing, Title 29 CFR Parts 1501.10, 1501.11, 1501.12, 1501.14, and 1501.15 must be strictly observed. c) The Contractor shall provide all labor, material, and equipment; necessary for all removals and restorations; remove and replace interferences; rig and unrig; make all disassembles and subsequent reassembles to accomplish the work specified herein. Specific requirement of the three vessels: 1) TD-68. Requires repairs of the existing fire system. Dry-docking is not required. The TD-68 is a single screw, 2,150 h.p. single engine vessel, 109 ft. in length, 30.5 ft. beam, 13.5 ft. draft, and displacing 350 tons. All work shall be in compliance with the latest Regulatory Body requirements. The term, "Regulatory Bodies" includes the American Bureau of Shipping, United States Coast Guard, United States Public Health Service, the Department of Labor Occupational Safety and Health Administration, and the Institute of Electrical and Electronic Engineers. Repairs shall include renewal of the existing piping of the vessel's fire fighting system, so as to put the system in good working order. The existing fire fighting system is intended primarily to fight fires on other vessels. It consists of a large capacity (2000 GPM at 125 psig) diesel engine driven centrifugal fire pump and large diameter (8" and 6" NPS) piping that supplies seawater, or foam, to two monitors (one forward, one aft) on the 01 level, and to two hose manifolds (one port, one starboard), on the Main Deck. Sea water is obtained from a high suction sea chest in the engine room, port side. 2) FB-650, requires dry-docking for hull cleaning and inspection. The FB-650 was built to US Navy standards, but is now operated as a public vessel by the US Maritime Administration as an inland tug not for hire. The vessel is not Coast Guard inspected and is not classed by the American Bureau of shipping, but working stresses, safety factors, structural arrangements, details and workmanship shall be to the same standards as if the vessel was USCG inspected and ABS classed. The specific requirements include 0001 Dry-docking, 0002 Hull cleaning and inspection 0003 Surface preparation 0004 Hull coating 0005 Cathodic protection 0006 Weld repairs to hull seams 0007 Ultrasonic Thickness survey, and 0008 Supplemental Work 3) TD-610, dry-docking for hull inspection, coating and repairs. Like the FB-650, the TD-610 (Former YTB 830) was built to US Navy standards, but is now operated as a public vessel by the US Maritime Administration as an inland tug not for hire. The vessel is not Coast Guard inspected and is not classed by the American Bureau of shipping, but working stresses, safety factors, structural arrangements, details and workmanship shall be to the same standards as if the vessel was USCG inspected and ABS classed. Individual requirements include 0001 Dry-docking, 0002 Tank Cleaning And Inspection, 0003 Bow Fendering, 0004 Hull Cleaning And Inspection, 0005 Surface Preparation For Coating Hull, 0006 Hull Coating 0007 Cathodic Protection, 0008 Maintenance Of Sea Chests, 0009 Maintenance Of Sea Valves And Strainers, 0010 Maintenance Of Propeller Shaft, 0011 Rudder And Glad Packing, 0012 Supplemental Work The solicitation is anticipated to be issued on June 29, 2001.The ship checks date is scheduled for July 10, 2001 at 10:00 a.m. at the Suisun Bay Reserve Fleet.
