Description

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) through the ADP Acquisitions Branch, Program Support Center (PSC), intends to award a six (6) month sole source simplified acquisition to National Mental Health Consumers Self-Help Clearinghouse. The purpose of this simplified acquisition is to develop a report on consumer participation at the Alternatives 2001 Conference on improving State mental health service delivery systems and building equal partnerships between consumers and providers. This report will be used by CMHS staff to develop, establish and implement technical assistance activities and publications to assist States in improving mental health services. Closing date is July 9, 2001. This proposed requirement for which the Government intends to solicit only one source is under the authority of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals. No solicitation is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 10 days from the date of this synopsis, the Contracting Officer will proceed with the award to National Mental Health Consumers Self-Help Clearinghouse.
