Description

The Office of the Comptroller of the Currency (OCC) intends to issue a sole source purchase order to Dr. Amos Golan for econometrician consultant services. Dr. Golan will assist the Senior Financial Economist in investigating alternative statistical methods of developing early-warning bank failure models. The primary focus will be on selecting a modeling approach that is more reliable at identifying the underlying statistical process when there are few ?events? (e.g., large bank failures in the 1990?s) than can be recovered using a judgmental approach or the statistical methods commonly employed in the bank failure literature. The OCC is unaware of any other consultant with in-depth knowledge in the fields of statistics, econometrics and information theory required to address the empirical-based problems that arise in a study of bank failures. The OCC intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals and no solicitation document is available. All proposals received with pricing and sufficient technical documentation to establish a bonafide capacity to meet the requirement within 15 calendar days after the date of publication of this synopsis will be considered by the OCC. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the OCC. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement will be conducted using simplified acquisition procedures.
