Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RFQ RML-008. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) for this procurement is 333415 and the size standard is 750 employees. SCHEDULE: The Administrative and Facilities Management Section (AFMS) of the Rocky Mountain Laboratories proposes to procure air filters through the use of an Indefinite Delivery / Indefinite Quantity Purchase Order mechanism (FAR 52.216-22), in the following sizes and estimated quantities: (1) Type-30% Pleated, Size 20x20x1, Quantity 50; (2) Type-30% Pleated, Size 12x24x2, Quantity 240; (3) Type-30% Pleated, Size 14x20x2, Quantity 30; (4) Type-30% Pleated, Size 14x25x2, Quantity 50; (5) Type-30% Pleated, Size 16x20x2, Quantity 50; (6) Type-30% Pleated, Size 16x24x2, Quantity 96; (7) Type-30% Pleated, Size 16x25x2, Quantity 50; (8) Type-30% Pleated, Size 20x20x2, Quantity 120; (9) Type-30% Pleated, Size 20x25x2, Quantity 70; (10) Type-30% Pleated, Size 20x24x2, Quantity 40; (11) Type-30% Pleated, Size 24x24x2, Quantity 808; (12) Type-95% Pleated, Size 12x24x4, Quantity 24; (13) Type-95% Pleated, Size 24x24x4, Quantity 24; (14) Type-30% Box, Size 24x24x12, Quantity 52; (15) Type-65% Box, Size 24x24x12, Quantity 144; (16) Type-95% Box, Size 12x24x12, Quantity 120; (17) Type-95% Box, Size 20x20x12, Quantity 24; (18) Type-95% Box, Size 20x24x12, Quantity 16; (19) Type-95% Box, Size 24x24x12, Quantity 388; (20) Type-40% Bag, Size 24x24x21, Quantity 264. The Contractor shall provide air filters during regular working hours. The Government's working hours are from 8:00 A.M. to 4:30 P.M., Mondays through Fridays except Federal Holidays. The delivery point shall be FOB Destination, Hamilton, MT. Inside delivery shall be 10 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, Receiving Dock, Building # 22, 903 S. 4th Street, Hamilton, Montana. All air filters provided by the Contractor shall conform to referenced Federal Specifications listed below under the Technical Requirements. Materials and supplies not specifically identified shall be of acceptable industrial grade and quality, equal to, or better than, the Federal Specifications. All filters, according to their type, must meet standards of the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE) standard 52.1-92, and shall be listed by the Underwriters Laboratories (UL) as Standard 900, Class 2 type. Pleated Filters -- The media support shall be a welded metal grid with an effective open area not less than 95%.; shall be medium efficiency pleated disposable type; consist of a fabric media, media support and enclosing frame, which does not absorb moisture and can withstand turbulent, high velocity conditions; The enclosing frame shall be constructed of a rigid, high wet-strength beverage board, with diagonal support members bonded to the air entering and air exiting side of each pleat; To assure no dirty air bypass, the media pack must be securely bonded to the periphery of the enclosure frame; 95% Pleated Filters, 4" each filter shall not contain less than 11 pleats per linear foot; 30% Pleated Filters, 2" and 1" -- Each Filter shall contain not less than 15 pleats (for the 2") and not less than 16 pleats (for the 1") per linear foot. Box Filters -- Air filters shall be a high performance, high efficiency, deep pleated, disposable, rigid cell type. Each filter shall consist of a high density media, laminated to a reinforcing backing to form a lofted filter blanket. Each filter shall contain a media support grid, contour stabilizers, and diagonal support bracing and enclosing frame. The filter media shall have an average efficiency of 30-35% -- (35% Boxed Filter 12"); 60-65% -- (65% Boxed Filter); and 90-95% -- (95% Boxed Filter) on ASRAE Test Standard 52.1-92. Bag Filters -- Filters media shall be of high-density glass micro-fibers, reinforced with a backing to form a lofted filter blanket. The filter media shall have an average efficiency of 35-40% on ASHRAE Test Standard 52.1-92. It shall have an average arrestance of not less than 96% on that standard. The failure to provide descriptive literature to show that the product offered conforms to the requirements of this solicitation will limit the government's ability to responsibly evaluate the quote. "Descriptive Literature" means information (e.g., cuts, illustrations, drawings, and brochures) that is submitted as part of an offer, for the purpose of evaluations and award. This purchase order will be for a period of 12 months, with options to renew for four additional 12 month periods. Exterior shipping containers and material not shipped in containers shall be marked, labeled or tagged as applicable, and shall include the Vendor's name, address, the Purchase Order Number, and the total number of cartons in the shipment. Delivery tickets must cite the identifying Purchase Order number, and the name of the person placing the order. When delivery is made each delivery ticket must be left with the receiving official. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors Commercial; Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items; FAR 52.212-2 Evaluation Commercial Items; FAR 52.217-5 Evaluation of Options; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items applies to this acquisition. The clauses of subpart (b), which apply, are 6 and 10. FAR Clauses 52.216-18 Ordering, FAR 52.216-22 Indefinite Quantity, FAR 52.217-7 Option for Increased Quantity-Separately Priced Line Item and FAR 52.217-9, Option to Extend the Term of the Contract are added to the list of Contract Terms and Conditions listed in FAR 52.212-4. Quotes will be evaluated on the following criteria: (1) Capability of the item offered to meet the salient characteristics of the requirement and the agency need. (2) Price. (3) Adequacy of Warranty. (4) Evaluation of product literature and/or product samples. (5) Delivery Schedule. Offers may be mailed or faxed to the POC indicated above (Fax -- 406-363-9288). Offers must be submitted not later than 4:30 PM (MST), July 16, 2001. Copies of the above-referenced clauses are available upon request, either by telephone or fax. All responsible sources may submit an offer that will be considered by this Agency.
