Description

The Defense Energy Support Center, in partnership with Fort Hood, TX, is seeking comments from industry on a draft solicitation for a Utility Partnering Concept (UPC) at Fort Hood, Texas. The UPC solicitation incorporates multiple requirements at Fort Hood, separated into individual modules, that include: (1) Direct Supply Natural Gas; (2) Electricity and related ancillary and incidental services; (3) Privatization of Fort Hood's Electric Distribution System; Natural Gas Distribution System, Water Distribution System, and Wastewater Collection System; and (4) UPC Integration Services. The UPC concept is a closely coordinated approach to all three energy areas. In order to benchmark the proposals received under the UPC, separate solicitations under the Defense Energy Support Center's current commodity purchase programs will also be issued under which Fort Hood's electricity and natural gas requirements will be included as part of a larger DoD requirements aggregate.
