Description
The United States Department of Labor is seeking qualified vendors to provide research on global labor enforcement and practices and develop sustainable resource systems for monitoring labor standards. This set of activities demands an independent, credible, academic research institution that will serve the public interest by harnessing knowledge and expertise from multiple disciplines and providing independent and objective advice to federal policy makers. The NAICS code for this requirement is 541720 (Demographic/economic research and development services). The size standard is $5 million. The Bureau of International Labor Affairs (ILAB) engaged in a multitude of activities that demand a clear understanding of countries' national labor laws, systems of enforcement, and current labor practices in regards to national and international standards. ILAB staff uses this information to inform international economic, trade, and immigration decisions and policies that affect American workers as well as to increase workforce stability in the global community. ILAB seeks to develop sustainable resource systems for monitoring labor standards and enforcement around the world through the establishment of a repository of information on countries' national labor laws, systems of enforcement, international labor standards, and actual labor practices. The five offices of ILAB will be provided with studies, baseline data, and a resource system for monitoring labor standards and enforcement that will effectively support ILAB's mission. The work will consist of conducting a set of connected activities designed to provide the Federal Government with expert science-based information on issues pertaining to international labor standards, monitoring, and enforcement. These activities are categorized into four tracks, which together will provide evidence-based analysis and guidance in the design and conduct of improved public policy. The four tracks are: 1) Identifying relevant, valid, reliable, and useful sources of country-level data on labor standards and incorporating them into an internal database tailored to the current and anticipated needs of the Department of Labor's Bureau of International Labor Affairs (ILAB); 2) Assessing the quality of existing and potential indicators of labor monitoring practices, enforcement, and compliance; 3) Helping design, develop, and pilot-test innovative indicators to measure progress on labor standards legislation, enforcement, and compliance on a country-by-country basis; and 4) Developing a framework for the international comparative assessment of human resource policies and strategies, and exploring their implications for the design and enforcement of effective labor standards. All interested parties who believe they are capable of providing the services required are invited to submit in writing, complete information describing their ability to provide these services. Vendor's interested in performing this project must submit a Statement of Qualifications/Capabilities Statement which identifies the vendor's experience in performing the same or similar service. THE STATEMENT OF QUALIFICATIONS MUST BE PROVIDED IN TRIPLICATE, AND TRANSMITTED UNDER A COVER LETTER. The cover letter must cite the number of this market survey (RFI T.N. 01-36), and it must state whether the respondent is a large, small or a 8(a) business concern. Respondents that are small business concerns must also state whether they are small disadvantaged business and/or woman-owned, HUBZone or service-disabled veteran-owned small businesses.
