Description

The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Duke Hyperbaric Center, Durham, NC, for providing breeding and care of 40 mice of three different groups (hemeoxygenase transgenics, DMT1 transgenics, and macroglobulin transgenics) and provide them for investigations into biological effect of PM. EPA believes that the Duke Hyperbaric Center is the only source capable of providing the specific mice models, and the only source with the experience in both breeding and care. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance is anticipated to be from date of award until (mice are available) six months. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) Code 541990, which has a small business size standard of $5.0 million, is applicable. The intent of this synopsis is to determine if any source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
