- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number RFQ-01-051 is issued as a request for a quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS code for this solicitation is 611430, and the small business size standard is $5 million dollars. The requirement is 100% set aside for small businesses. The Bureau of the Public Debt (BPD) has a requirement for the following training courses in Microsoft computing technology. A purchase order for these training courses will be awarded to one or more Microsoft Certified Technical Education Centers (CTEC) who can provide the courses as listed on the Microsoft Web Site using Microsoft Certified instructors. Contractor shall be certified by Microsoft Corporation as a CTEC. All training shall be held in Parkersburg, West Virginia. The courses, quantities, and required dates they are to be provided are as follows: Qty. 2 ea., Course #MS 2013, Title: Optimizing Microsoft SQL 7.0, Dates: 8/7-9/01 and 8/14-16/01; Qty. 2 ea., Course #MS 2072, Title: Administering MS SQL Server 2000 Database, Dates 8/20-24/01 and 8/27-31/01; Qty 2 ea., Course #MS 2073, Title: Programming MS SQL Server 2000 Database, Dates 9/10-14/01 and 9/17-21/01. The Bureau of the Public Debt will provide training facilities, including the necessary microcomputers, and any audio visual aids necessary at one of the following locations: Hintgen Building, 2nd and Avery Streets, Parkersburg, WV 26101-5312;or Park Center Building,110 Park Center, Parkersburg, WV 26101-5312. The number of class participants will be at least ten (10) and not exceed sixteen (16) individuals for each class, and shall be conducted between 8:00 am and 4:30 pm daily. The Contractor shall provide the instructor(s), course materials and software necessary to conduct each training class, to ensure that trainees attain the appropriate competencies for the Microsoft courses, as well as certificates of completion for each participant successfully completing the course. The provision at 52.212-1, Instructions to Offerors Commercial Items , applies to this acquisition. Award will be based on price, technical, and past performance. Technical and past performance, when combined, are approximately equal to price in importance. At a minimum offers shall include: (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) The technical response which includes: (i) Microsoft certification as a Certified Technical Education Center, (ii) Resumes of instructors proposed including evidence of certification of instructor as well as back up instructor; (4) Price and any discount terms. Vendors shall offer a firm fixed price for the course(s), including travel. Offers which include separate items to be reimbursed on a cost basis will be rejected; (5) 'Remit to' address, if different than mailing address; (6) Acknowledgment of any Solicitation Amendments; (7) Past performance information to include contractor references from the last three customers for whom Microsoft-certified classes were given, as well as three references for the instructor proposed. A contact name, telephone number, exact title of course presented, date it was presented, and name of instructor shall also be provided. References will be contacted to determine quality and effectiveness of the service provided; (8) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation, and (9) A completed copy of the provision at 52.212-3 Offeror Representations and Certifications Commercial Items available at http://www.publicdebt.treas.gov/oa/oaprocr.htm.
