Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. NASA Glenn Research Center is hereby soliciting information for potential sources for stand-alone Mixed Media Wireless Communication systems or solution providers. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the Commerce Business Daily (CBD) and on the NASA Acquisition Internet Service (NAIS). It is the responsibility of potential offerors to monitor these sites for addition information pertaining to this synopsis. This announcement is not tied to any scheduled or known procurements at this time. NASA seeks information from industry and other government agencies about commercial off the shelf (COTS) stand-alone wireless mixed-media systems available today, or such systems available in prototype form which are capable of providing real-time video, voice and data using standard Internet Protocols (IP) to more than 20 simultaneous users in indoor (warehouse-type) or outdoor (1-mile radius or greater) operational environments. NASA prefers that this type of system be capable of operating in a "stand alone" configuration, so it may be used in very remote terrestrial locations. NASA is especially interested in the use of the Mobile-IP (MIP) standard in this type of system. NASA prefers these mixed services be made available to the users via a wireless, portable, wearable apparatus identified generally in this RFI as a "personal communications apparatus." The personal communications apparatus can be any small device such as a beltpack radio with a screen, a telephone handsets with video, a PDA with a headset, lightweight wearable computer, or other new innovation. NASA would prefer the device be able to operate for at least 4 hours on a single charge (8+ hours is preferred). NASA prefers a headset interface to the personal communications apparatus also be wireless, employing a personal area networking (PAN) standard if necessary to the personal communications apparatus for headset connectivity, if available. NASA would prefer information about systems that employ Internet Engineering Task Force (IETF)-standard mechanisms to guarantee the Quality of Service (QoS) for individual services to the personal communications apparatus, however information about systems with proprietary mechanisms employed are also welcomed. NASA would prefer information about systems using fully-digital radio systems, and assumes that such techniques may be necessary to achieve the user density and QoS desired. NASA is also interested in systems which permit developers or operators to selectively adjust the quality of the video, voice or data paths independently as required depending upon application environment. Information is requested on available core systems capable of providing these types of simultaneous services, as well as information on the many types of personal communications apparatus available. ***Interested parties may submit their capabilities or any questions about this RFI via e-mail only, to this address: mixed_media_rfi@grc.nasa.gov *** This solicitation/synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the review. Any questions regarding this announcement should be directed to the identified point of contact. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
