- Description
- The Air Force Metrology and Calibration (AFMETCAL) program requires the contractor to provide a Commercial-Off-The-Shelf (COTS) Automated Calibration Software Product that will provide an environment for development and execution of automatic calibration procedures/processes for Test Measurement and Diagnostic Equipment (TMDE). North American Industry Classification System Code is 541511 with a Small Business size standard of $18,000,000.00. General description is as follows: The software will be distributed to approximately 80 Air Force Precision Measurement Laboratories (PMELS) worldwide. Software configuration and distribution will be centrally managed at AFMETCAL Det 1. Software Architecture shall be comprised of a suite of applications which: (1) Operate on a standard laptop PC utilizing the Microsoft Windows 2000 Professional or Windows 98 operating System using National Instruments GPIB-USB-A Universal Serial Bus to IEEE-488.2 Controller; (2) Provide for both a calibration procedure Run Time only and Development version; (3) Assure system security, procedural integrity and configuration management functions; (4) Modular design, specifically providing instrument control interfaces (drivers) that are independent of the calibration sequencing mechanism; (5) Allow automated calibration sequencing involving either manually controlled or automatically controlled IEEE488.1, IEEE488.2 or RS-232 Interface Instruments; (6) Allow for test system equipment configuration/substitution based on an Air Force defined listing of suitable substitutions; (7) Contain well defined and documented asset and result data structures that are open to allow access using industry standard tools such as ODBC, Access, Excel, and Crystal Reports; (8) Support Calibration and Certification Report Generation as well as Engineering Data Analysis utilizing a COTS Report Generation Software tool; (9) Interface capability with the Air Force's Management Information System PAMS II Software (Norfox Visual Labmate). The Automated Calibration Software Product Run Time version shall have a user friendly graphical user interface that is ergonomically designed. It shall contain security features that prevent modification of the Automated procedure(s), Instrument driver(s) and test data and result data. It shall be capable of executing developed procedures that prompt users to facilitate mechanical or manual calibration actions. It shall display individual test results during procedure execution indicating pass/fail criteria and allow the operator to preview fully formatted test results, save test results electronically, print formatted test results, or discard test results. The Automated Calibration Software Development version shall emulate the Run Time version with the following additional capabilities: It shall allow for calibration procedure creation/modification which includes the calibration process (measurement technique, data point selection, instrument uncertainty identification/ calculation, and test sequence); the graphical connection diagrams; the instrument control modules (drivers) and any special report generation requirements. It shall provide a flexible way to run user-written programs and incorporate the results of the execution of the user program into the operating environment of the Run Time version. It shall provide management tools that allow for security of both calibration procedures and the instrument control modules. It shall provide a user-friendly interface for the development of data storage and report generation. A library of existing Industry accepted instrument drivers and calibration procedures must be commercially available for acquisition. The Air Force may request custom development of instrument drivers and or calibration procedures. The Air Force shall obtain the rights and capability to modify and reuse any commercially acquired drivers or calibration procedures if desired. Required delivery shall be no later than 180 calendar days after receipt of award. Place of delivery shall be AFMETCAL Det 1, Heath OH. Solicitation is F33660-01-R7007. FOB is Destination/Heath OH.
