Description

The Defense Threat Reduction Agency (DTRA), Acquisition Management Office, has a requirement to extend the operations and maintenance (O&M) support to the Compliance Monitoring and Tracking System (CMTS). DTRA intends to issue a modification against Contract No. OSIA01-97-C-0006 on a non-competitive basis to TRW Incorporated. This modification will extend the period of performance for O&M from 30 September 2001 to 30 September 2002, and will include an option to extend O&M support for an additional one-year period. O&M support involves defining, planning, managing, developing, verifying, validating, and documenting products resulting from CMTS. CMTS provides arms control information management capabilities required to ensure continued US Government compliance with arms control treaties and agreements. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
