- Description
- This is a commercial item procurement in accordance with FAR Part 12, Acquisition of Commercial Items. This solicitation is issued as a Request for Proposal No. DACW69-01-R-0023. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 97-27. This announcement is 100% small business set-aside. The NAICs code is 614330 and the small business size standard is 5 million (average annual receipts for the preceding three years). In an effort to improve quality within the Huntington District, the District is requesting the services of a contractor to come to the District to develop effective quality plans that can be incorporated into the Project Management Plans (PMP's) for each project and be monitored and maintained to assure that the defined quality objectives are actually achieved. Sample Quality Plans and PMP's are available on file at the Huntington District Office for review. The work will consist of a) Finalization of Draft Quality Plans for nine Civil Works Projects. Nine projects have a draft Quality Plan prepared by the government. The first activity will be to review the Huntington District's requirements for Quality Plans, as well as the PMP, and draft a Quality Plan for each of the nine projects. A telephone conversation between the government and the contractor will then be conducted to discuss the status of the draft Quality Plan and address any changes that may have occurred regarding the project. It is expected that these telephone conversations will be approximately one hour each. The result of these conversations will be a project-by-project determination of what actions are needed to achieve the objective, i.e., developing a final Quality Plan that can be included in the PMP and then monitored and maintained to assure that the defined quality objectives are actually achieved. This may be a simple "tweaking" of the draft plan or it may require a new Quality Workshop with the entire project team; b) Development of Quality Plans for other active Civil Works Projects. The contractor will assist the government in the development of quality plans for approximately 30-40 active projects, so that they will be suitable for inclusion into the Project Management Plans. The length of a typical workshop is day. Initially, two workshops per day will be scheduled, one in the morning and one in the afternoon; c) Development of Project Management Plans. The contractor will assist the government in the development of PMP's for approximately 30-40 active Civil Works Projects. These will be accomplished through workshops. Individual workshops will be conducted for each project. The length of a typical workshop will be day; d) Implementation of Quality Plans and Project Management Plans. Once the plan is finalized, the contractor will come to Huntington to conduct formal project reviews to be sure that the plans are being properly implemented and to make any needed mid-course corrections. These reviews will be conducted once per quarter. The contractor should be able to accomplish 6 to 8 project reviews per day. Therefore, scheduling a 1-1/2 day trip each month should allow the review of each project once each quarter for the first year. The contractor will also provide on-call' support to the government via telephone or e-mail for this first year. After that, a decision can be made regarding the desired level of the contractor's involvement on these projects. The contractor will be provided adequate room for workshops. Workshops will be performed at the Huntington District office, at 502 Eighth Street, Huntington, WV. Conference Room will be identified in each work order. The Huntington District requires an Indefinite Delivery Indefinite Quantity type contract for quality plan development. The contract period will be for a period of 18 months for a total amount Not-to-Exceed $250,000.00. Proposals will be evaluated by utilizing the following factors listed in descending order of importance: a) Specialized Experience and Technical Capability and b) Past Performance. Factors a and b, when combined, are more important than cost. However, as the evaluated merit of competing technical proposals becomes more equal, total price will become more important in the selection. Technical proposals are limited to 25 pages. Please be advised that the following FAR clauses are applicable to this solicitation: 52.212-1, 52.212-2, 52.212-3 (required with proposal), 52.212-4, 52.212-5, 52.216-18, 52.216-19, 52.216-22, 52.217-9, 52.219-6 and 52.204-7004.
