Description
CORRECTION: The Department of Health and Human Services (DHHS) previously published a notice that it intends to contract with the Institute for the Future of Aging Services (IFAS) of The American Association of Homes and Services for the Aging on a sole source basis under the authority of FAR 6.302.1 to provide the DHHS Office of the Assistant Secretary for Planning and Evaluation in collaboration with the DHHS Health Care Financing Administration with development of a national "quick-strike" paraprofessional information and demonstration initiative design that would provide the nation with a qualified, committed and stable long-term care workforce through collaboration with States, employers and workers. It was projected that the Institute for the Future of Aging Services (IFAS), located within The American Association of Homes and Services for the Aging (AAHSA), would be designated to be the recipient of funding from a private charitable organization to improve the quality of long-term services by improving the quality of "direct-care" employment, particularly in low-income communities. Since the date of publishing that notice, DHHS has made the determination to continue with its intent to negotiate with IFAS, 2519 Connecticut Avenue, N.W., Washington, D.C., 20008, on a sole source basis under the authority of FAR 6.302-1 to award a contract, as a separate effort. The Institute for the Future of Aging Services possesses specific expertise related to long-term care workforce development activities, state and local efforts at recruitment and retention of long-term care paraprofessionals, empirical and evaluation expertise related to long-term care workforce programs, and has established partnerships with other organizations with expertise in the long-term care workforce. This notice is being modified to reflect this decision and the date to receive a statement of capabilities is extended to July 31, 2001. The purpose of this corrected synopsis is to determine whether there may be other sources with the requisite qualifications. Any organizations capable of performing similar services should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above. No solicitation document is available. See Note 22.
