Description

THIS IS A SOURCE SOUGHT ANNOUNCEMENT ONLY. Congress in Public Law 106.398 has directed a test program be conducted for a five (5) year period for the replacement of recruiters by contractor/s. The test program will consist of 10 recruiting companies across the CONUS, which will be divided into 2 regions in order to maintain the same rules and chain of command as the other Army recruiting companies, and in order to utilize the existing offices, facilities and equipment. The Army will be soliciting for these two regions. Upon completion of this test, the law addresses the reverting back to military recruiters. Contractors will be required to hire personnel to meet timelines with minimal disruption to the recruiting production during the transition from Army recruiters to contractor recruiters. Based on time restraints, no solicitation will be issued. Contractors will be invited to an industry day and provided a statement of objectives to propose on (C3 process). Interested sources must furnish to TRADOC Acquisition Center written (electronic submissions will be accepted) relevant information on the following factors: experience similar to the requirement for recruiters, management, resources, past performance, and state company business size. The North American Industry Classification System (NAICS) Code for this action is 561110/Standard Industrial Classification Code 8741 (Size Standard $5.0 million). All information submitted in response to this announcement is voluntary. The Government will not pay for any information that is submitted as a result of this announcement. Interested parties should state that the offeror is not on the consolidated listing of debarred or suspended contractors list. All responses should be received not later than COB 9 Jul 01.
