Description

It is the intent of the Government to negotiate a sole source contract with Edco Disposal Corporation, 6670 Federal Boulevard, Lemon Grove, California 91945, pursuant to 10 U.S.C. 2304 (c) (5) as implemented by the Federal Acquisition Regulation (FAR) 6.302-5(a)(1), Authorized or required by statue. Edco Disposal Corporation is the incumbent for refuse collection and disposal services for the City of Coronado under a five year franchise Agreement. The Navy's requirement is to provide solid waste collection and disposal services for Naval Base Coronado and Naval Amphibious Base in the Coronado municipality. The existing franchise agreement gives exclusive rights to Edco Disposal Corporation to provide solid waste collection and disposal for all residents located in the Coronado municipality. Accordingly, no other solid waste company may provide these services in the Coronado municipality. Pursuant to the Resource Conservation and Recovery Act (RCRA) 42 USC 6961 and the California Integrated Waste ManagementAct, Cal. Pub. Res. Code 40000, the Navy is required to purchase the described solid waste collection and disposal services from the City of Coronado's exclusive franchise hauler, Edco Disposal Corporation.
