Description
Furnish all labor, material and equipment necessary to conduct maintenance dredging at Station Umpqua River, Winchester Bay, OR. (a) Contractor shall conduct maintenance dredging to restore the Boat Basin to 10-feet MLLW with 2-feet overdepth. Disposal of the material is at River Disposal Site 0.8 IW, a 200-feet wide, 1000-feet long flowlane disposal site adjacent to the channel at river mile 0.8. The most recent Boat Basin survey was conducted May 19, 2001. Bottom depths are approximate and to the nearest 6 inches. At that time approximately 3,000 cubic yards needed to be removed. This project is a lump sum, fixed price contract based on obtaining the required depth of 12' MLLW and not per cubic yard. There is no adjustment for variation in quantity. Onsite work shall be completed with 21 days after commencement. The dredge area includes a boathouse with an approximate opening of 40' wide and 30' high at MLLW; (b) Environmental Concerns: To protect natural resources work shall be undertaken during a 21 day period between 01 November and 31 January. Disposal of dredged material shall occur only during the peak 5 hours of each (twice daily) ebb tide. State Water Quality Certification requires specific turbidity controls and monitoring and is incorporated as part of the Department of Army Permit No. 2000-00591 issued for this work; and (c) Clearance: Work shall be completed when the Boat Basin has been dredged to a minimum depth of 10' MLLW with 2' overdepth. Contractor shall conduct the post dredge survey. The period of performance is 90 days after Notice to Proceed. This procurement is estimated between $100,000.00 and $250,000.00 and is open to both small and large business in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System (NAICS) for this procurement is 234990. Size Standards is $17.0. To be considered small for purposes of Government procurementa firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.
