Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) DTCG32-01-Q-R00008. This acquisition is a 100% set-aside for small business. The North American Industry Classification System (NAICS) is 334510; the size standard is 500 employees. The USCG Research and Development Center, Groton, CT intends to purchase Line Item 0001 -- forty-five (45). Activity Recording Monitors -- Minimum Requirements: Activity and Light (lux) monitoring capabilities. Actigraph must show zero crossing mode. Activity resolution integrated in at least one minute bins. Measured light range of 0 to at least 3000 Lux. Lux resolution at least 1 lux units, Integrated across one minute bins. Both light and activity must allow integrated display by software. Time keeping shown on face of device. Device must provide graphical display of hours slept during prior 24 hour period in at least 1 hour bins (resolution). Sleep must be shown in consecutive hours. Critical that display protocol allows wearer to identify consolidated sleep from fragmented sleep. Minimum battery life of at least 10 days of monitoring activity and light with use of replaceable coin cell batteries. Retention of data after power failure or breakdown in download protocol. Corrosion resistant encasement for impact and water resistance. Small light design no larger than 1.8"x1.5"x.5" in size. 2)Line Item 0002 -- three (3) Reader Stations -- Minimum Requirements: Compatible for use with desktop or laptop computer using Intel Pentium (I-III) processor or equivalent. 3) Line Item 0003 -- one (1) Data file -- Minimum Requirements: Must allow the use of Commercially Available Analysis Software Capable of scoring more than one sleep period per 24 hour period and includes info in ASCII format Automated calculation of day by sleep Analysis and multiple day sleep summary. Plot light data in lux separately and if desirable together with activity data. Provide light analysis and light summary table with averages, maximum and time reference values. Perform periodgram analysis. Allow data to be moved to a Windows clipboard. Provide ASCII format to transfer data to other programs. SHIPPING: FOB DESTINATION. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors that fail to furnish the required representations and certifications or reject terms and conditions of the solicitation may be excluded from consideration. FAR 52.212-2 Evaluation -- Commercial Items (JAN 1999) (a) The government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price and technical (product literature). Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. THE GOVERNMENT REQUIRES DELIVERY OF LINE ITEMS 0001 -- 0003 BY 14 SEPTEMBER 2001, FAILURE TO MEET THIS DATE WILL MAKE YOU CONSIDERED NONRESPONSIVE AND REJECTED. Procurement is being conducted under simplified acquisition procedures. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letter head, formal quote form, etc.) but must include the following information: (1) Companies complete mailing and remittance address; (2) Dun & Bradstreet number (DUNS); (3) Taxpayer ID number; (4) Representations and Certifications and (5) Catalog or literature showing that the offered items meet all the above requirements.
