Description
The Environmental Protection Agency, Office of Emergency and Remedial Response (OERR) has a requirement for Chemical Analytical Services for Inorganic Samples. This requirement will provide a contractual framework for qualified laboratories to apply U.S.E.P.A. Contract Laboratory Program (CLP) analytical methods for determining the presence and concentration of specified inorganic analytes and classical chemistry parameters in aqueous and soil/sediment media. The NAICS code for this acquisition is 541380. Contractors will be required to analyze samples according to the analytical methodology, quality assurance/ control, and data delivery, both hard copy and electronic data deliverables (EDD), and other requirements set forth in the Statement of Work (SOW) ILMO5.1 and in accordance with the terms and conditions of the resulting contract. The SOW can be found at http://www.epa.gov/superfund/programs/clp/methods.htm. The Agency intends to award multiple indefinite delivery/indefinite quantity type contracts with a qualification phase/base ordering period of up to 120 days, and three 12- month option periods to meet the Agency's sample analyses need of 74,400 samples per year. No single bidder will be awarded Sub-CLINs/bid lots which when combined would require analyses of more than 800 samples for ICP-AES, 500 samples for ICP-MS, and 250 samples for Classical Chemistry. It is anticipated that up to 25% of the awards will be set aside for award to small businesses. Solicitation PR-HQ-01-14093 will be issued as an INVITATION FOR BID (IFB) on or about July 17, 2001. Bid opening will be held approximately 30 days later. A draft IFB will be released July 2, 2001 and posted on the Office of Acquisition Management procurement website at http://www.epa.gov/oam/srpod. In an effort to streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, this IFB, any amendments, and other related items for this procurement will be posted at this website. Interested bidders will be required to download the IFB and all related documents from this web site. No printed copies of the IFB will be available. Contracts will be awarded to technically qualified bidders offering the lowest pricing. Bidders will be evaluated on past performance, satisfactory performance on Pre-Award Performance Evaluation Samples (PA-PES), Contractor Compliance Screening (CCS), and satisfactory results of on-site laboratory inspection, as applicable. PES are designed to test a laboratory's ability to detect inorganic target analytes and classical chemistry parameters of interest within established detection limits, and to deliver compliant hard copy documentation which supports the results of the PES. Bidders must request Pre-Award Performance Evaluation Samples from the Contracting Officer by close of business July 20, 2001. It is anticipated that PA-PES will be mailed to the requesting laboratories on or about July 25, 2001. Bidders must complete their analysis of the PA-PES, all hard copy analysis documentation, and be received by the Agency-designated location within 14 calendar days. Of receipt of PA-PES. Complete instructions regarding this process will be included in the IFB. Bidders who request PA-PES after July 20, 2001 will receive samples. However, contract awards will not be delayed awaiting qualification results.
