- Description
- The Air Force is currently performing research and analyses of commercial off-the-shelf Area Noise Reduction and Vibration Reduction systems. These systems should be applicable to C-130.. The goal of the study is to discover several commercial noise and vibration reduction systems that can be modified for military use on C-130 aircraft to determine which is the most practical for use. The results of the study will be forwarded to the Air Mobility Command, along with a recommendation for a demonstration. Through this Broad Agency Announcement (BAA), the Air Force is soliciting prototypes from all areas of the commercial active noise and vibration reduction industry to accomplish this goal. Selection Criteria: The primary selection criteria for all proposals will be the most practical system for use on AMC C-130 Aircraft. All offeror's are strongly encouraged to submit white papers on systems that best meet the specific performance criteria below. Specific Performance Criteria: Systems must meet threshold requirements designated (T). Desired/objective characteristics are annotated as (O). Low cost/high payoff system (O) Systems may be production commercial models, but may be modified for military use (O) Systems must function under all current C-130 operating roles, in both peacetime and combat configurations, without negative impact to any existing aircraft system, tactics, or crew performance (T) Reduce aircrew-hearing loss by reducing low frequency noise (0-500Hz) (O) Systems should significantly reduce noise and/or vibration without interference to aircraft systems or performance, be non-obtrusive, and positively affect crew communications and crew fatigue related to existing noise and vibration levels (T) Must interface with existing MILSPEC power (28 VDC and 110VAC-400Hz) specific to C-130 (T) Funding: Currently there is only limited Battlelab funding identified for this Program, however, funding will be sought for a demonstration of a system or systems and recommended to Headquarters, Air Mobility Command Submission Deadline: Proposals may be submitted until 25 Jul 01. There shall be no formal RFP. The Air Force reserves the right to select for award, any, part of, all, or none of the proposals received. The Air Force may or may not purchase any of the active noise and vibration reduction systems described in the submissions. This BAA is an expression of interest only and does not commit the Air Force to pay any prototype costs related to this announcement. Offeror's are advised that only the Air Mobility Command is legally authorized to commit the Government to the obligation of funds.
