Description

This is a Simplified Acquisition Procedure (SAP) issued in accordance with the Small Acquisition Procedures of the Federal Acquisition Regulation, Part 13, which prescribes policies and procedures for the acquisition of supplies and services, the aggregate amount of which does not exceed $100,000.00. The work includes all management, labor, management, supervision, tools, materials, equipment, incidental engineering, travel and transportation to conduct an endangered wildlife survey for two songbirds on Marine Corps Air Station Miramar (MCAS), San Diego, California. The Government intends to award a firm fixed-price purchase order to the responsible offerors whose proposals, conforming to the Request for Quotation (RFQ), will be most advantages to the Government resulting in the Best Value, price and other factors considered. Services to be performed under fixed-price contract include, but are not limited to, conducting surveys for two riparian obligate songbirds, the Southwestern Willow Flycatcher and the Least Bell's Vireo, which are protected under the Endangered Species Act; preparing work plans, status reports, global positioning system and geographic information and photographic documentation of short term use areas. The contract is for a Base and two Options Years. Award of the purchase order will be based on best value to the government. Proposals will be evaluated for award using three major technical factors: Past Performance, Pricing, and Technical Experience and Education Qualifications, which consist of five Sub-factors for conducting surveys Proposals will be evaluated for award using three major technical factors: Past Performance, Pricing, and Technical/Management which consist of four sub-factors: Endangered species permits, Experience, Example Documentation and Technical Knowledge. The Government intends to evaluate proposals and award the purchase order without discussions with offerors. Therefore, each initial offer should contain the offeror's best terms from a price, past performance, and technical experience and education standpoint. However, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. THIS SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS. In accordance with FAR 5.102(a)(7) availability of the RFP will be limited to the electronic medium; the RFP will be available for download free of charge via the Internet World Wide Web at http://www.esol.navfac.navy.mil/ -- hard copies (paper sets) or CD-ROM of the RPF will not be provided by the Government. The official plan holders list will be maintained on and can be printed from the website. All prospective offerors and plan rooms are encouraged to register as plan holders on the website. Plan holders lists will not be faxed and will only be available from the website. Registering offerors and plan rooms must provide a complete name, complete mailing address and area code and phone number, offeror type (prime contractor, sub contractor, supplier or plan room), email address and size (large business, small business, small disadvantaged business, woman owned small business or other). Notification of any changes (amendments) to the solicitation will be made only on the Internet. It will be the contractor's responsibility to check the website for any posted changes.
