- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is F65501-01-Q-0276 and it is a request for quote. The solicitation document and incorporated provisions and clauses are those currently in effect. The NAICS Code is 561429, size standard is $5 M. This is a 100% small business set-aside acquisition. Evaluations will be based on price and past performance. The two (2) low successful offerors will be awarded a Blanket Purchase Agreement (BPA) for this service. DESCRIPTION OF SERVICES: Scope of work:The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform medical transcription services for the 3rd Medical Group-Diagnostic Imaging, as defined in the Statement of Work, except as specified in Section II, Government Furnished Material The primary purpose of this service is to transcribe voice recordings involving radiological terminology utilizing voice recordings from Dictaphone DX7000 or similar mechanical equipment and to transcribe high-speed dictation from radiologists to produce medical documentation. The contractor shall identify each speaker and transcribe dictation incorporating medical, technical, legal, or other radiology terminology. Some dictations may have voice peculiarities, imperfections in speech, or a heavy foreign accent adding to the difficulty of comprehending the dictation. The contractor shall transcribe final reports with full responsibility for grammatical accuracy, completeness, and appropriate format. The contractor shall correctly complete reports in accordance with appropriate procedural and regulatory requirements (Ref: American College of Radiology (ACR)). The contractor shall use the Composite Health Care System (CHCS) to create, format, modify, and edit the transcribed reports. Contractor shall use Smart Term Software for Telnet support emulating a VT 320-420. The contractor shall ensure personnel comply with the Privacy Act of 1974 and patient confidentiality is maintained. The contractor shall complete all radiology reports without errors on 98% of the total amount of reports per month. The contractor shall have knowledge and skill in operating Dictaphone DX7000 or similar equipment, sufficient to transcribe dictation at speeds of not less than 1200 average lines per day. Four or more words shall constitute a line to exclude signature blocks. The contractor shall record and produce verbatim dictations. Radiologists shall verify reports for accuracy. The contractor shall have knowledge of specialized terminology used in radiology reports (Merrils Atlas of Radiographic Positions and Procedures, 9th Edition, by Phillip W. Ballinger, Mosby Books). The contractor shall transcribe report exams within two (2) days of radiologist dictation on voice recorders. The contractor shall submit a Form 85P and provide a finger print card upon request to obtain the appropriate security clearance. SECTION II GOVERNMENT FURNISHED PROPERTY: The government shall provide the contractor an 800 telephone number to access dictated reports as well as access to the CHCS to transcribe reports. SECTION III GENERAL INFORMATION: Workload Data Department workload varies dependent upon radiologists availability. The monthly transcription requirement will consist of no less than 15,000 lines and no more than 30,000 lines of dictation. Quality Control:The contractor shall provide a Quality Control Plan to the Contracting Officer (CO) for acceptance prior to the contract start date. The CO shall notify the contractor of acceptance or required modifications to the plan. The contractor shall make appropriate modifications and obtain acceptance of the plan by the CO. The plan shall include: A description of the inspection system to cover the service, a description of the methods to be used for identifying and preventing defects in the quality of service performed, and a description of the records to be kept to document inspections and corrective or preventative actions taken. Performance Period: 1 Aug 2001-1 Aug 2006.
