Description

Wright-Patterson Air Force Base (WPAFB) in Dayton, Ohio is seeking a private developer for a real estate privatization project involving 1,536 units on base. Described generally, this project involves the conveyance of 1,733 existing on-base housing units and other improvements, demolition of 508 housing units, the construction of 311 units, renovation of 503 units, kitchen and bath renovations on 17 units, and minor renovations on 350 units. The developer will operate, maintain, and manage the 1,536 units for 50 years. Furthermore, renovations will be required on all units at the 25 year point from the last renovation or new construction. The Air Force expects to contribute leased land and real property and improvements, and may subsidize the project's financing to the degree necessary to enter into an agreement with the Successful Offeror (SO). The SO will contribute cash equity, will obtain private sector debt, and will be responsible for managing and operating the Wright-Patterson project. Except in very limited respects, and subject to certain specific cash-reserve requirements, the SO will be entitled to the project's operating cash flow as specified in the RFP and in the agreements, which will be executed after selection of the SO.
