Description
Contractor to furnish all necessary labor, materials, and equipment to complete miscellaneous work at U.S. Coast Guard Station, Grand Isle, Jefferson County, Louisiana. Work includes but is not limited to all labor, equipment, materials, and tools necessary to complete the following work: Selective demolition for the removal of the built-up roofing material in the units' attics; Replace existing gas fired furnaces, ductwork, diffusers and controls; replacement of elevated exterior condenser units; Replace second floor exterior doors and windows; replacement of exterior storm panels; Replace front entrance wood stairs and railings; repair rear entrance stairs and decks; Repair openings and insulate elevated concrete slabs; Replace flexible gas connections to all ranges, hot water heaters and furnaces; replace convenience outlets in kitchens and bathrooms with GFI receptacles; Remove asbestos containing tile, linoleum, mastic and heat shield at designated bathrooms and kitchens; install new flooring in rooms from which existing flooring has been removed; drill holes in the concrete slab at the landing of the rear entrances to provide drainage (Duplex Units only); Rewire the garbage disposals and dishwashers; provide new interconnected smoke detectors with battery back-up and new carbon monoxide units; and provide new kitchen sink plumbing, vent bathroom exhaust to outside and vent dryer exhaust to outside at each unit. There will be four phases to the project. Phases I through III will consist of three house each and Phase IV will consists of the last four housing unit. The applicable North American Industry Class System (NAICS) Code is 233320. The small business size standard is a three-year averaged annual gross receipts of $27.5 million. Estimated construction price range is $500,000.00 to $1,000,000.00. Bid, payment and performance bonds are required. Performance period is 160 calendar days. This is an UNRESTRICTED ACQUISITION: all companies may bid. There is a $25.00 charge for the solicitation package. Checks should be made payable to the U.S. Coast Guard. All bid requests must be submitted in writing, and may be faxed to (305)278-6696. No telephone requests shall be accepted. All responsible sources may submit a bid, which will be considered by this agency. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small Disadvantaged Business Utilization (OSBDU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee on the bond amount to a surety against losses. Loans are also available under the DOT Short-Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
