Description

DESC: Sources Sought NOTICE 1. The purpose of this sources sought synopsis is to identify potential qualified Section 8(a) firms relative to NAICS Code 233220. The geographical area for purposes of Section 8(a) is limited to Guam and Hawaii. The place of performance is Guam. The projected magnitude of the construction project is between $5,000,000 and $10,000,000. Performance and payment bonds are required. Contractors must be licensed to do business by the Government of Guam prior to commencement of business in Guam. Registration with the Department of Revenue and Taxation, License and Registration Branch is required. 2. The Pacific Division, Naval Facilities Engineering Command will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned fixed price contract. This is not an announcement of availability of a solicitation nor is it a means of generating a planholder's list. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the CBD if the Government intends to continue with the procurement. 3. Interested, qualified Section 8(a) firms relative to NAICS Code 233220 shall submit the following information: a) Past or current experience in relevant work, e.g., scope (BEQ/hotel/dormitory/condominium renovations), dollar value (range of $5,000,000 to $10,000,000) and geographical location (remote sites). Provide a listing as follows. If the contract is an IDIQ, list by delivery order issued: (1) contract number; (2) description of the work; (3) dollar value; (4) period of performance; (5) points of contact, phone and fax number; and (6) state whether you were a subcontractor or prime. State portion of the work completed by your firm by dollar value and scope; b) proof of bonding capacity to at least $10,000,000 in the form of a letter from your surety; c) Resumes for: 1) proposed QC Manager (5 years experience as a QC Manager, superintendent, project manager or construction manager on relevant type projects) and 2) proposed QC Fire Protection Engineer (provide qualifications); and d) provide your company's most current balance sheets. 4. The general scope of work includes selective removal work, concrete rehabilitation, reinforced concrete foundations, floor slabs, stairs, precast concrete walls, concrete unit masonry, glass masonry units, miscellaneous metal work, flashing and sheet metal work, aluminum doors, wood and steel doors, and miscellaneous specialties, base and wall cabinets, fire sprinkler and alarm system, plumbing, air conditioning, electrical work, and incidental related. Site work includes connecting utilities, asphalt concrete pavement, sidewalks and curbs, landscaping and miscellaneous site work. The work also includes hazardous abatement work, including removal of disposal of asbestos containing materials, lead paint and PCBs. The work is located at COMNAVMARIANAS, Main Base, Guam. 5. Complete information must be submitted. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government.
