- Description
- Under authority of U.S.C. 253(c)(1), FAR 6-302-1, the National Institutes of Health (NIH), Bethesda, Maryland intends to negotiate a contract with Medison America, Inc., 11075 Knott Ave., Cypress, CA 90630, for the National Institute of Child Health and Human Development (NICHD) which requires three (3) ultrasound systems and associated software capable of acquiring three-dimensional ultrasound images in near real time (16 volumes per second, also known as four dimensional ultrasound). The intended procurement will be classified under NAICS 621512, Diagnostic Imaging Centers, with a size standard of $10M. Any responses must be received in writing within fifteen (15) days from the published date of this notice. Each of the three ultrasound systems to be procured will be used for the conduction of studies in obstetrics and gynecology. This requirement shall include a trade-in of three existing ultrasound systems (Medison Voluson 530), which are currently owned by NICHD. The NIH expects a minimum credit of at least $240,000 for these three units against the purchase of the new systems. This requirement shall include, as complete systems, ultrasound equipment and support software with the following characteristics, features and specifications. The new systems shall have the capability of generating three-dimensional images in near real time (four-dimensional ultrasound technology). The systems shall provide transducers with 512 channel and shall support a fully digital Windows NT platform. The ultrasound systems shall include transducers and processors capable of quad processing digital beam formers. The systems shall include two-dimensional, motion mode, spectral Doppler, color Doppler, and color Angio (power) imaging capabilities. The systems shall have capabilities for video capture to allow cine imaging and the generation of AVI video clips. The systems shall have automatic acquisition, quantifiable orthogonal multi-planar display with three-dimensional display modes that offer both full size volume three-dimensional display and three-dimensional power Doppler volume display and provide for measurement in any scan plane. The three-dimensional rendering must include the following imaging modes: Surface mode: for demonstrating the surface of the anatomy of interest (e.g.: fetal face, complex ovarian tumor); Maximum mode: for demonstrating the maximum intensity echoes located within the acquired three-dimensional volume data set (e.g.: fetal spine); Minimum mode: for demonstrating the minimum intensity echoes located within the three-dimensional volume data set (e.g.: vessels in the liver); X-Ray? mode: for demonstrating both the maximum and minimum echoes within the three-dimensional volume data set (e.g.: complex tumors). The systems shall include organ analysis software to calculate three-dimensional volumes. The systems shall include a DICOM3 interface. The systems shall include data management capabilities to save, retrieve and transmit images to consultants. The systems shall include harmonic imaging capabilities. The transducers provided must include the following: A)Transducers capable of automatic acquisition (no movement of the probe is required to collect volume data) -- Broadband phased curved array four-dimensional volume, multi-frequency 4-8 MHz high-density abdominal. Broadband phased curved array four-dimensional volume, multi-frequency 5-9 MHz high-density endovaginal. B) -Broadband phased linear array, Multi-frequency 6-12 MHz. A video printer to provide hard copies of the studies shall be included with the system. The systems shall be delivered, installed and tested at the appropriate Branch of NICHD. The manufacturer must provide training for NIH personnel, ongoing technical support and trouble-shooting of software and hardware problems identified during the operation of the system. The manufacturer must provide with the systems a software package capable of analyzing (rendering in three dimensions, display of three orthogonal planes, measurement of distance, areas and volumes) in a freestanding PC based, computer system. This software is essential to maximize the efficient operation of the ultrasound units in the clinical setting. Concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Concerns are invited to submit capability statements in an Original Plus Two (2) copies no later than fifteen (15) days from the date of this announcement. Written responses shall include complete description of the equipment to be provided, containing sufficient technical information to permit agency analysis as listed above.
