- The purpose of this synopsis is to advise industry for planning and/or preparation purposes of an A-76 cost comparison study of COMMUNICATION OPERATIONS which consists of six (6) elements as a combined study. This study is being conducted for the performance of the following elements (1) Telephone Systems -- Maintain and manage all Telephone Systems Maintenance functions (2) Cable Systems: Maintain and manage the Cable Systems Maintenance functions. (3) Personnel Systems -- Base Level: Perform support through systems administration, problem solving, work group administration, equipment management, and customer service in accordance with all applicable directives. Travel TDY, identify concerns and represent the base level personnel systems interest at conferences, meetings, etc. (4) Work Information Management System (WIMS): Perform the functions associated with essential automated data processing/computer support for 16th Civil Engineer Squadron through systems administration of the WIMS and the Automated Civil Engineering Services (ACES) programs. (5) Records: Support the base Records Manager by operating the base Records Management Program at Hurlburt Field, Florida. Comply with Air Force instructions and Headquarter Air Force Special Operations Command (HQ AFSOC) supplements that govern protecting, maintaining, arranging, using, copying, transferring and destroying Air Force records. (6) Publishing: Supervise and manage Hurlburt Field publishing program and recommend improvements to the Air Force Publishing program to HQ AFCIC/SYSM through HQ AFSOC/SCMI. The Contracting office anticipates issuing a Request For Proposal (RFP) using FAR Part 12 and 15 for a one (1)-year basic performance period (includes a 4 month transition period with four (4) one-year option periods. The contract type will be Firm Fixed Price. The Contractor will perform the above functions in accordance with the Statement of Work (SOW), and supporting guidance. This action is under 100% small-business set-aside with a NAICS code of 811213 and a size standard of $5.0 M. The anticipated issue date is on or about 20 Jul 01 with a closing date of on or about 7 Sept 01. A draft copy of the Source Selection Procedures and SOW are posted at the Federal Business Opportunities Page (eps.gov). Request interested parties review the drafts and comment on the overall content of the SOW, the solicitation documents, and their relationship to standard commercial practices for this type operation (Note: Two positions were removed from this study for direct conversion. This has caused a slight numbering problem in the SOW files 6-Comm WKE.xls and 7-Comm REF.xls. This problem should be corrected with the final issue.) The Government believes industry feedback is important, and is receptive to any and all ideas from industry which would result in limiting unnecessarily constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas associated with the initiative. Any comments provided would not be viewed as a vehicle for presenting a specific approach or product intended to be proposed but as an opportunity to improve an eventual solicitation package. Firms responding should indicate if they are a small business against the size standard. This is a paperless acquisition. Paper copies of the solicitation will not be issued. An in-house cost estimate is being developed and a contract may or may not result.
