Description
The Centers for Medicare and Medicaid Services (CMS), formally known as HCFA, intends to award, on a sole source basis, a fixed-price contract to the Kidney Epidemiology and Cost Center of the University of Michigan to provide detailed reports about dialysis facilities in formats that are useful to CMS, state surveyors, and to the health care providers at the facilities. These reports will include summaries of patient characteristics, facility characteristics, patient outcomes, and facility practice patterns. These reports will include comparative state, regional and national statistics. Through the legislative mandate of the Balanced Budget Act (BBA) of 1997, a method to measure and report about the quality of services in End Stage Renal Disease (ESRD) facilities is required. In 1997 Congress passed the BBA. Section 4558(b) of the BBA, Renal Dialysis Related Services, Implementation of Quality Standards, directs the Secretary of Health and Human Services to develop and implement a method to measure and report quality of renal dialysis services provided under the Medicare Program, Title XVII of the Social Security Act. CMS has been assigned responsibility for the development and implementation of this section of the BBA . As a part of this BBA implementation effort, CMS is developing facility-specific and state-specific reports that will be used by CMS and states to focus and structure their review of ESRD facilities. This synopsis is for information purposes only, does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government. Specific qualifications needed to perform this work are: 1) be able to provide CMS with system internal and system external specifications as defined in the CMS Information Systems Development Guide; 2) provide CMS with research-grade software applications to be used by State survey agencies; 3) be available to work closely with CMS's other vendors, contractors, and system integrators to successfully deploy applications within the State agencies. Interested parties who believe they can meet these requirements should submit a written capability statement within fifteen (15) days of the publication date of this notice to: CMS, Acquisition and Grants Group, Division of Quality Contracts, ATTN: Christine Kourkoules, Mail Stop C2-21-15, 7500 Security Boulevard, Baltimore, Maryland 21244-1850. No telephone, facsimile or telegraphic requests will be accepted. The name of a point of contact should be specified, include a telephone number and indicate your organization size status per Federal Acquisition Regulation (FAR) 19.102. It is anticipated that a Firm Fixed Price contract will be awarded (but CMS reserves the right to award other types of contract arrangements) with a two year period of performance to begin on or about August 15, 2001.
