- The General Services Administration is providing its notice of intent to procure architectural design services using other than competitive procedures for the firm of Lord, Aeck, and Sargent (LAS), Atlanta, GA for the renovation & alteration project at the Martin Luther King Jr. Federal Building (MLK-FB), located in Atlanta, GA. LAS was originally selected under Brooks Act quality based selection procedures to perform similar design services at the MLK-FB under contract GS-04P-92-EXC-0018. Design services to be provided under this new contract include interior space alterations, major exterior wall stabilization/renovation, including restoration and replacement (performed within the confines of the historical preservation requirements), HVAC and plumbing upgrades, elevator modification, life safety and elevator upgrades, and hazardous material abatement. The firm of LAS is familiar with the historically significant MLK Federal Building having provided historical preservation, architectural design, renovation and restoration services under the above contract. Their professional expertise and extensive knowledge and experience with this structure and its existing conditions, systems, facade failure issues and overall building condition deem them best qualified to meet the agencys future design requirements. LAS possesses intricate knowledge of the MLK-FB architectural, structural, mechanical, electrical and plumbing building components. The expedited performance through their unique project knowledge and extensive documentation of current conditions would result in less risk to the government. The requirement to procure these additional services under full and open competition would result in an intangible risk to the Government because of the coordination and liability to incorporate the LAS original design components. Therefore, this procurement is planned as other than full and open competition basis on the grounds that LAS is the only practical firm that can provide these design services. The total estimated range of this action is approximately $1,400,000-$1,800,000.
