Description

This procurement is for the solicitation of a Two-Phase firm fixed price contract for the DORMITORIES, LANGLEY AIR FORCE BASE, VIRGINIA. The work will include: Construct a 96 person dormitory at Langley Air Force Base. The current Air Combat Command Design Instruction will be used as the basis for the design for the FY02 Dormitory. Also involved is the construction of a sewer lift pump station, parking lot, and parking lot lighting. As an option is the design and construction a second 96 person dormitory during FY03. Requirements for the technical Source Selection factors are as follows: PHASE ONE (1) Past Performance (2) Project Planning, and (3) Small Business Subcontracting Effort. PHASE TWO CRITERIA is Price Proposals. Up to five proposers will be selected in PHASE ONE, only these successful proposers will take part in PHASE TWO of the evaluation process. Offerors will be evaluated on both technical and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE IN STEP TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for PHASE ONE is SEPTEMBER 6, 2001. The magnitude of construction is estimated to be between $7,000,000.00 and $7,400,000.00 for the FY02 Dorms and $7,000,000.00 and $7,500,000.00 for the FY03 Dorms. THIS IS AN UNRESTRICTED PROCUREMENT. NAICS CODE 233320 Applies to this procurement.
