- Description
- On behalf of the United States Fish and Wildlife, the National Park Service, Denver Service Center, is soliciting proposals for construction firms having the capability to perform the work described below. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offer's capability in comparison to its price and will make a best value award. The work of the contract consists of Construction of a new dormitory on the campus at the National Conservation Training Center (NCTC), located in Shepherdstown, West Virginia. Work also includes, but is not limited to site improvements, utilities and landscaping. The dormitory will include 75 residential units comprised of single, double and handicap accessible rooms. The NCTC site provides technical and management training to the U.S. Fish and Wildlife Service as well as other environmental conservation organizations at the state, national and international level. There are three existing 50-unit dormitories accommodating a total of 150 students. The architectural scale, materials usage, and appearance of the new 75-unit dormitory will conform to the existing NCTC dormitories. The technical qualifications of contracting firms submitting proposals for this project will be evaluated using the following criteria (in descending order of importance): 1) Demonstrated experience in completing dormitory or hotel type construction within the last ten years. 2) Demonstrated experience in the use of explosives in blasting in Karst rock formation adjacent to significant buildings or structures within the last ten years. 3) Demonstrated experience in completing construction projects on schedule and within budget. (Provide references) 4) Demonstrated experience in working with clients to resolve modifications or change orders issues within the last ten years. This solicitation is open to large and small businesses. All responsible sources may submit an offer. Because this acquisition could result in an award over $1,000,000, a subcontracting plan will be required from the selected firm, if the firm is a large business concern. It is anticipated that the solicitation will be issued electronically on or about July 24, 2001 on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offers desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offers wishing to receive notification of changes to the solicitation must revisit the website on a periodic basis or register at http://www.fedbizops.gov. No other notifications will be sent. Offerors may add their name to an offerors List by entering their company information on the web site. Proposals are due on August 24, 2001 at 4:00 p.m. (MDST). Receipt date is approximate; actual date will be established at the time documents are available. The estimated price range of this procurement is $5,000,000.00 to $10,000,000.00. The estimated completion time is 540 calendar days. A formal site visit will not be conducted.
