- Furnish all labor, material and equipment necessary to repair portions of the seawall and replace portions of the perimeter fence at the former U.S. Coast Guard Facility on Governors Island, New York City. The work consists of seawall repair and replacement of PVC coated chain link fence. The seawall repair portion includes but is not limited to repointing of joints, resetting displaced granite coping stones and other stones below the coping stones, installing new stones, and restoration of depressed pavement adjacent to areas of the seawall being repaired.. This Invitation for Bids is being issued pursuant to the Small Business Competitiveness Demonstration Program and is open to both large and small business participation. This project is estimated between $100,000 and $250,000. The applicable NAICS Code is 234930. The tentative date for receipt of bids is 6 September 2001. Bid packages will be available on or about 1 August 2001 at a non-refundable charge of $20. Certified Checks or money orders should be made payable to Commercial Blue Print and Supply and mailed to the firm at: 83 Waverly Street, Jersey City, NJ 07306. Do not send fees to the Coast Guard. All relevant solicitation documents including specifications and drawings may be accessed for download for free commencing on the date of issue at the following website: http://www.eps.gov. Any amendments issued under this solicitation shall also be posted on this website. Also, you may refer to a list of other printers on the U.S. Coast Guard CEU/PROVIDENCE website at http://www.uscg.mil/mlclant/ceuprovidence. Printers on this list may be able to download and print the solicitation and drawings and specifications for a fee. For minority, women owned and disadvantaged business enterprises: the Department of Transportation (OSDBU) has programs to assist minority, women owned and disadvantaged business enterprises to acquire short term working capital and bonding assistance for transportation related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, performance and payment bonds up to $1 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000. For further information and applicable forms concerning the bonding assistance program and or the STLP, please call the OSDBU at (800) 532-1169. All responsible sources are invited to submit a proposal, which shall be considered by the Coast Guard.
